«Per capire la nostra terra basta leggere lo stemma della nostra capitale». Srbobran è un signore di mezza età, brizzolato e dalle profonde rughe intorno ai grandi occhi neri dai quali traspaiono le sofferenze che la storia ha inferto alla sua gente. Di professione fa la guida turistica, ha il merito di parlare un buon inglese e di essere un profondo conoscitore di storia. «Lo stemma di Belgrado - dice - è stato disegnato nel 1931 dal pittore Ðorde Andrejevic-Kun». Rappresenta una fortificazione con mura bianche a simboleggiare l’urbe il cui nome significa «città bianca», con le porte delle mura aperte a indicarne la vocazione commerciale e le torri che ne rappresentano la sovranità ma allo stesso tempo la fortificazione contro il nemico invasore. Al di sotto, due linee bianche ondulate rappresentano i due fiumi, la Sava e il Danubio, lungo le cui sponde sorge Belgrado. Una trireme romana rappresenta l’antichità della città, la sua indole storica, celtica, romana, bizantina, bulgara, magiara e slava, il bastione più estremo dell’Occidente contro il pericolo ottomano, «devastata e ricostruite tante volte, troppe per chi l’ha abitata», prosegue Srbobran.

I colori dello stemma sono quelli della grande Jugoslavia: oltre al bianco, il rosso che simboleggia le sofferenze della città durante tutta la sua storia e il blu, simbolo di fiducia e speranza per il futuro. «Bisogna partire da qui per iniziare il viaggio nella Serbia del nuovo millennio», dice la nostra guida, da quella dicotomia tra rosso e blu, da quella confluenza tra Sava e Danubio, che se da una parte consentono a Belgrado di vestirsi a festa, dall’altra definiscono la toponomastica politica della Serbia, un Paese al bivio.

In marcia verso Bruxelles Il 12 ottobre di quest’anno la Commissione europea ha adottato la propria opinione sul «dossier Serbia» raccomandando che al Paese balcanico fosse conferito lo status di «candidato membro» dell’Unione. A giudicare le aspirazioni continentali della nazione saranno i 27 Paesi aderenti all’Ue nell’ambito di un dibattito promosso dal Consiglio europeoche avrà inizio nella prima metà di dicembre. Il cammino della Serbia verso l’Europa è iniziato nell’ottobre 2000, con l’avvio di una serie di riforme democratiche per mezzo delle quali il Paese ha cercato di chiudere uno dei capitoli più dolorosi della sua storia: la crisi della ex federazione, lo smembramento, il predominio di Slobodan Miloševic e del suo Partito Socialista di Serbia (Sps), erede della Lega dei Comunisti jugoslavi, la guerra ventennale e i bombardamenti della Nato. «Ancora ne portiamo i segni addosso» spiega Srbobran.

Belgrado ne è un esempio, non solo per le ferite visibili sui muri dei propri edifici, ma per quella dicotomia che contraddistingue il suo animo. Frizzante, divertente, occidentale per alcuni versi come dimostrano i tanti locali pubblici, le migliaia di giovani griffati Nike, Adidas e Prada che animano la città, l’Art Hotel in stile modern-decò, e l’ateneo cittadino «okkupato e in rivolta» per il caro-libri, ma anche profondamente cristiano-ortodossa.

Sullo sfondo c’è un Paese che cerca di riscattarsi da una crisi politica ed economica che lo ha visto prima scontare vent’anni di conflitti, poi diventare vittima (senza troppe colpe) di quella crisi finanziaria che dopo aver azzoppato i protagonisti della vita economica del pianeta, ha gambizzato le comparse. Eppure ciò non impedisce alla Serbia di guardare all’Europa e di procedere all’iscrizione nel club dei candidati, dopo aver proceduto a una serie di iniziative importanti.

«Siamo riusciti a ottenere la liberalizzazione dei visti, una delle priorità per far parte dell’Unione. Abbiamo avviato una importante riforma del sistema giudiziario, c’è stata una campagna di lotta al crimine e alla corruzione, quindi la normalizzazione dei rapporti con i vicini», sottolinea Srdjan Majstorovic, responsabile dell’ufficio per l’Integrazione nella Ue. Poi c’è il grande capitolo delle riforme economiche, quelle attraverso le quali il Paese mira a rilanciare la crescita e abbattere la disoccupazione che, se in linea generale si aggira vicino al 20%, sul piano giovanile sfiora la quota orbitale del 50%.

Il nodo Kosovo Le elezioni parlamentari del maggio 2008 sono state caratterizzate da un sostanziale pareggio tra blocco europeista sostenuto dal presidente Tadic, al 39% al pari di quello conservatore. Ma quanti serbi in realtà aspirano a diventare europei? Secondo Marko Blagojevic, del Centre for Free Elections and Democracy, la percentuale di contrari all’entrata del Paese in Europa è balzata oltre il 50% in occasione della recente crisi nel nord del Kosovo. La questione kosovara è il vero punto nevralgico. Ed è qui che emergono ancora una volta le due anime del Paese: quella più conciliante del premier Cvetkovic, che dalla grande sala del palazzo governativo di Kneza Milosa evita i toni concitati e sottolinea come oggi l’Italia sia, con la Germania, l’interlocutore privilegiato: e quella più ruggente e corsara del ministro degli Interni Ivaca Dacic, che non ha remore a spiegare che «le barricate sono una forma di protesta civile e legittima contro una logica che appare maledettamente simile a quella di Yalta».

Ma è nel mezzo che forse si identifica il vero animo serbo, come spiega Borislav Stefanovic, capo negoziatori per Belgrado della questione kosovara. Inglese fluente e abito italiano, non risparmia attacchi ai metodi corrotti di qualche faccendiere di etnia serba di Mitrovica, ma altrettanto schiettamente dice che le connivenze con certi ambienti di Pristina sono palesi. «Abbiamo subìto minacce, ma il nostro cammino verso l’Europa proseguirà, senza regalare nulla a nessuno, perché alcuni burocrati devono farsene una ragione: ciò che viene deciso a tavolino non è detto che sia giusto per forza».

La notizia fa riflettere.

Presto conosceremo le ragioni del gesto di Mevlid Jasarevic, cittadino serbo originario del Sangiaccato (la polizia serba ha oggi arrestato una quindicina di persone nell'area di Novi Pazar, sospettate di appartenere allo stesso gruppo dell'attentatore), ma il fatto deve riportare una volta per tutte l'attenzione sulla Bosnia e sull'ormai infinita fase di impasse che il paese sta attraversando.

Un sistema istituzionale che non può funzionare, che premia e legittima le forze nazionaliste, e una grave crisi economica che rischia di moltiplicare gli estremismi e i conflitti.

Mentre l'Europa distratta dai propri problemi non ha la forza di imporre una soluzione politica decisiva tesa alla creazione di un forte stato centrale senza influenze etniche, il paese è sempre più esposto alla presenza di gruppi estremisti, appoggiati da paesi come l'Arabia Saudita e l'Iran.

Sarebbe tempo di agire e di prevenire ma la storia sappiamo che non insegna nulla.

Soprattutto nei Balcani.

Un pensiero finale per un grande uomo che ci ha lasciato: Antonio Cassese; se oggi esiste una giurisdizione penale internazionale (seppur ancora imperfetta) lo dobbiamo a persone come lui.

More of the same in Macedonia?

Later this year Macedonia is expected to top a plinth it has built in the centre of Skopje, the capital, with a giant equestrian statue of Alexander the Great. The Greeks, who think the Macedonians are stealing their cultural heritage, will fume (although it will at least give George Papandreou's government in Athens a chance to distract attention from the dire state of the economy). Everyone else will assume this is just more Balkan-flavoured craziness.

Until then, it looks like more of the same in Macedonia. Sunday’s general election was won by Nikola Gruevski, the prime minister, and his awkwardly named Internal Macedonian Revolutionary Organisation—Democratic Party for Macedonian National Unity (VMRO-DPMNE) party, with 39% of the vote. Unlike the last poll, in 2008, the campaign was not marred by violence (although there was a demonstration in Skopje after the mysterious death of a young man, allegedly at the hands of the police, at a VMRO-DPMNE victory celebration) and the results have been accepted by all the main parties.

The opposition Social Democrats (SDSM), led by Branko Crvenkovski, clearly lost, but nonetheless will see its representation in parliament more than double after voters abandoned smaller parties, boosting SDSM's vote share to 33%.

A Macedonian general election is really two polls in one. The country's Albanian minority, around 25% of the population, mostly vote for their own parties. On Sunday the Democratic Union for Integration (DUI) held its own against its main rival, the Democratic Party of Albanians (DPA). Theoretically the SDSM could form a government with support from both the Albanian parties, but since they loathe one another even more than they do the main Macedonian parties, this is unlikely to happen. So the outgoing coalition of VMRO-DPMNE with DUI looks set to take the reins once again.

The opposition campaigned on claims that the government had failed significantly to dent unemployment—officially 30.9%—curtailed media freedom and flopped on the country’s agenda of joining NATO and the European Union.

The media freedom issue focuses on A1, a television channel run by Velija Ramkovski, a well-known tycoon. A1, a pioneer of independent media in Macedonia, had in recent years become a trenchant critic of Mr Gruevski. That, say officials, does not mean it (and Mr Ramkovski) should not pay their taxes. Yet opposition figures see charges of tax evasion as a way of closing down a critical voice. Pro-government media, they say, have not been threatened with closure, as A1 has.

As for accession to NATO and the EU, both remain stymied by Macedonia's long-running row with Greece, which says that the ex-Yugoslav state's name implies territorial ambitions over that part of historic Macedonia that lies in Greece. More recently Greece has said it would accept a qualified form of the name, such as "Northern Macedonia" or "Vardar Macedonia" (after the river that runs through the country).

One of the biggest losers of Sunday's election was Ljube Boskvoski. A veteran of Macedonian politics, he was tried, and acquitted, in 2008 by the UN’s Yugoslav war crimes tribunal in The Hague. In this election he sought to draw away supporters from Mr Gruevski's party. But not only did his own party fail to win any seats, on Monday he was arrested on suspicion of illegal party financing. Mr Gruevski's re-election means, according to one diplomatic source, “no hope of a breakthrough” on the name issue with Greece. EU and NATO accession will remain stalled, and foreign direct investment negligible. More, then, of the same.

Yet the sudden arrest of Ratko Mladic in Serbia on May 26^th shows how quickly things can change in the Balkans. Do not rule out a similar turnaround on the name issue. The Greek government is distracted by its economic problems and Mr Gruevski has a fresh, clear mandate. He may yet be able to strike a deal.

That is not to say that forcing Macedonia to adjust its name against the wishes of its citizens would be just. But the issue has now held the country back for 20 years. EU officials like to talk of the "regatta principle", by which each country of the western Balkans achieves membership when its individual yacht gracefully sails over the finish line. Macedonia’s problem is that its anchor is dragging on the sea bed.

La Commissione Europea ha dato il suo assenso all'ingresso di Zagabria nell'Unione Europea (di cui sarà il ventottesimo membro).
La raccomandazione della Commissione, che indica la data del 1 luglio 2013 quale momento storico dell'ulteriore allargamento comunitario, dovrà ora essere confermato dai paesi membri.
I media croati parlano giustamente di giornata storica, e si tratta del migliore dei segnali che Bruxelles poteva inviare a tutti i paesi della regione.

Mladic alla sbarra

Sprezzante come sempre.
Tronfio, orgoglioso.
Non c'è la banalità del male, c'è la vigliaccheria di un soggetto così marziale che si è nascosto per quindici anni come un coniglio.
"Ho difeso il mio popolo" ha sostenuto.
Poi ha preso tempo, assumendo di non conoscere le accuse, anche se aveva dichiarato che "tutto il mondo mi conosce".
Purtroppo è così, ti conosce per quello che hai fatto.

Mladic's crimes have shaped the world we live in

Un'interessante riflessione di Henry Porter sul Guardian di oggi.

Things sometimes go well. The arrest of Ratko Mladic, though long overdue and cynically co-ordinated with Serbia's overtures to the EU, is truly to be welcomed. Rather than a corpse lying in a compound, we have the living individual who ordered the largest mass murder in Europesince the Second World War and now he will stand in court to be confronted with the unimaginable pain that his actions caused in Sarajevo and the Muslim enclave called Silver City – Srebrenica.

Whether justice can really be achieved after such crimes is another matter, but this course is infinitely preferable to the operation carried out against Osama bin Laden at Abbottabad a few weeks ago. However rotten Mladic seems and however dreadful his crimes, with his extradition to the International Criminal Tribunal in the Hague we assert values that are the very opposite of the darkness that descended in the break-up of Yugoslavia. No retribution can be devised to match what he did, but there will be a modest gain for civilisation from his arrival in the Hague, just as there was when John Demjanjuk was sentenced in Germany two weeks ago – 58 years after he helped kill thousands of Jews in the gas chambers of Sobibor.

The massacre of 8,500 Muslims at Srebrenica may have been largely forgotten until last week, but the effects of the events between 10 July and 13 July 1995 are still with us today. Both the rise of Islamism and revival of the doctrine of liberal interventionism – what Lord Palmerston described as England's real policy of championing justice and right – can in part be attributed to the shock of what happened in those three days under the noses of the United Nations, a prevaricating French general, a laissez-faire British government and a force of 700 Unprofor soldiers from Holland who handed the population of Srebrenica to the Serbs after their commander drank plum brandy with Mladic.

Bosnia was a reporters' war: there was no embedding of journalists, there were no definite battle lines, and over the two-and-a-half years of hostilities between Serbs, Muslims and Croats, it produced stories of unbelievable cruelty and heartbreak. Among the many courageous acts by journalists was one by David Rohde, then of the Christian Science Monitor, now of the New York Times. A month after the killings at Srebrenica, he hired a car, went into the countryside not far from the town and found new bullet holes along the walls of farm buildings, evidence of mass graves and such clues among the dead as recently dated receipts from Srebrenica. On a later trip into Serb territory, he was imprisoned by the Bosnian Serbs after finding further evidence at four sites.

I don't claim that Mladic's massacre would have remained hidden without Rohde's reporting – there were plenty of radio intercepts and satellite pictures to suggest what had happened – but the fact that he demonstrated so quickly that 8,500 people had not fled across 43 miles of forest and open countryside towards the Bosnian town of Tuzla, as the Bosnian Serbs claimed, cannot be underestimated. The massacre was so recent – people could remember what they were doing that week in July – and it had occurred in broad daylight on European soil.

What was even more astonishing was that the UN did not seem to have any knowledge of it; still less did the UN officials and soldiers who were meant to be protecting the Bosnian Muslims appear to possess the will to find out. The message that Muslims around the world took to heart was that Muslim lives did not matter to Europeans, a view that was certainly strengthened over the past 16 years by the failure to capture Ratko Mladic. The calculating lassitude of the European powers until the autumn of 1995, particularly the wariness of British politicians and commentators, seems hardly credible today.

And reaction against that paralysis – what the late Richard Holbrook regarded as "the greatest collective security failure of the west since the 1930s" – was the reason behind Tony Blair's 1999 Chicago speech embracing intervention as a moral necessity – not just for Americans. And we all know where that led us.

When Mladic's troops started separating the men and boys from the women in preparation for the massacre, it sent a shockwave into the future that has influenced events until the present day. Only a couple of months ago, as Muammar Gaddafi's mercenaries prepared to enter rebel-held Benghazi, I found myself looking up the timeline of events at Srebrenica. The memory of the massacre clearly galvanised David Cameron, who was never going to be accused of the appeasing policies of the former foreign secretaries Douglas Hurd and Malcolm Rifkind.

On hearing the news of Mladic's arrest, I instantly thought of a man I got to know when visiting Sarajevo and the Republika Srpska to write about the Srebrenica massacre. His name is Hasan Nuhanovic. He is a Bosniak who speaks fluent English and during that summer he served as translator for the Dutch forces guarding his home town of Srebrenica. When the Serbs came, he brought his father, mother and younger brother into the UN compound, in the hope that they would be protected by his contract with the UN. But the Dutch soldiers expelled his family and they were never seen again.

Hasan has borne witness to the horror of that day thousands upon thousands of times. Listening to him, I was always stuck by how utterly pathetic the Dutch were but also how little it would have taken to stop Mladic. The Dutch pleaded for air strikes before the Serbs started their bombardment and the planes actually took off, but then the French General Bertrand Janvier refused permission for the bombing because – I kid you not – the necessary forms had not been properly filled in. The warplanes ran out of fuel and had to return to their carrier, by which time it was too late.

For evil to triumph it is enough only for good men to do nothing. That is what happened in Bosnia and the thousands of deaths caused by Mladic at Sarajevo and Srebrenica were as much a product of European indifference and inaction as they were of Mladic's cruel and bullying nature. His appearance at the Hague will force us to consider again when it is right to intervene and we will remember exactly how he came to do his worst, which may not be a comfortable experience. But justice will be better served – and for victims such as Hasan so will truth – by a living defendant rather than a body riddled with bullets.

I crimini di Mladic

Il Tribunale penale internazionale per la ex Jugoslavia si prepara a processare Ratko Mladic.

Il caso è stato assegnato in primo grado ai giudici Christoph Flügge, Alphons Orie and Bakone Justice Moloto.

Il boia risponderà di varie imputazioni tra le quali:

genocidio, complicità in genocidio
crimini contro l'umanità (persecuzione per motivi politici, razziali e religiosi, strage, omicidio e deportazione)
crimini di guerra (omicidio, attacco indiscriminato contro la popolazione civile, presa ed esecuzione di ostaggi)

Quello che sta per iniziare, dal punto di vista del diritto penale internazionale, è probabilmente il processo più importante dai tempi di Norimberga.

Le implicazioni tanto legali quanto politiche vanno oltre la regione balcanica.

Il processo a Mladic, che è il simbolo vivente dei peggiori crimini bellici commessi in Europa dopo la seconda guerra mondiale, può rappresentare la definitiva istituzionalizzazione di un sistema giurisdizionale pensale transnazionale, ovvero il suo definitivo accantonamento.

Analoga importanza avrà l'atteggiamento di Mladic nei confronti del tribunale: nel suo stesso interesse (ma lo stesso discorso vale per il correo Karadzic) il generale dovrà spiegare il meccanismo perverso e del tutto politico che ha pianificato la carneficina jugoslava.

Perché in molte aree della regione la consapevolezza e la verità sono ancora coperte dalla connivenza e dalla propaganda.

La riconciliazione è possibile solo sulla base della verità e dell'accertamento delle responsabilità.

Questo processo non restituirà la vita alle vittime così come non restituirà un senso alla vita dei loro congiunti ma potrà rafforzare i valori di una nuova generazione che non ha vissuto direttamente i drammi di quell'epoca ma è ancora esposta allo stesso veleno e spesso alla stessa propaganda.

La fuga di Mladic è finita

Il giorno tanto atteso è arrivato.
Alle 13 di oggi il Presidente serbo Boris Tadic ha confermato che Ratko Mladic, il responsabile dei peggiori crimini commessi durante il conflitto jugoslavo, è stato arrestato dalle forze speciali serbe.
Non sono ancora stati resi noti i particolari dell'operazione.

Il generale è ora atteso dal Tribunale penale internazionale per la ex Jugoslavia.

Oggi per i parenti delle migliaia di vittime innocenti che questo boia ha sulla coscienza è soltanto un giorno meno triste.

Voli e militi

Non condivido l'analisi del Telegraph secondo cui la Serbia parteciperebbe alle missioni internazionali di peacekeeping allo scopo di migliorare la proporia immagine internazionale.
Per carità, sarebbe ingenuo negare che siffatta componente non esista ma perchè non ricordare anche che l'esercito federale jugoslavo (JNA) ha avuto storicamente un ruolo di primo piano proprio nell'ambito delle missioni ONU?

Merita infine di essere segnalata la notizia di un probabile accordo tra le compagnie di bandiera croata (Croatia Airlines) e serba (JAT) che dovrebbe portare all'apertura di nuove linee tra le due capitali e verso la costa croata, meta che il turismo serbo sta finalmente riscoprendo.

In Austria è stato arrestato l'ex premier croato Ivo Sanader.
Pesanti i capi di accusa nei suoi confronti: il politico avrebbe infatti intascato qualche milione di euro nell'affare "Fimi Media" nonchè garantito forniture elettriche sottocosto ad alcune società croate, sempre dietro il pagamento di tangenti.
Secondo il suo avvocato Sanader non stava fuggendo, anche se il parlamento croato gli aveva revocato l'immunità giusto il giorno prima.
Al momento l'ex premier è detenuto in Austria e la Croazia ne ha formalmente richiesto l'estradizione.
Si vedrà.

Intanto in Kosovo si sono celebrate le prime elezioni politiche dall'indipendenza (febbraio 2008) e stando ai primi risultati (non ufficiali) tutto è andato come da previsioni: vittoria al primo ministro uscente Hashim Thaci del PDK (l'ex Uck per intenderci), brogli segnalati in molte parti del Paese e boicottaggio del voto da parte della minoranza serba che risiede a nord del fiume Ibar.
Sconfitto il partito dell'ex presidente Rugova, (LDK) oggi rappresentato da Ida Mustafa, sindaco della capitale Pristina.
Pare si prospetti un'alleanza di governo fra Thaci e il partito dell'Alleanza per il futuro del Kosovo, creatura del noto (già inquisito dal Tribunale dell'Aja per crimini di guerra) Ramush Haradinaj.
Il processo a quest'ultimo dovrebbe cominciare l'anno prossimo, ma si preannuncia di una certa difficoltà vista la tendenza dei testimoni di accusa a passare a miglior vita.

Infine una notizia calcistica la cui rilevanza va oltre i confini dello sport.
Il nuovo allenatore della Stella Rossa di Belgrado è un ex calciatore, già leggenda della stessa squadra che ha portato sul tetto d'Europa nel 1991.
Il suo nome è Robert Prosinecki e - per chi non lo sapesse - è croato.
Ogni commento ulteriore è superfluo, salvochè - a giudizio di chi scrive, di cui conoscete la passione per la Stella - si tratta di una notizia bellissima soprattutto per quello che rappresenta.

Questione di calendario.

Buone volontà

Seppure a distanza di qualche giorno dall'evento (risalente già allo scorso 4 novembre) mi sembra opportuno sottolineare l'importanza e la forza della visita del presidente serbo Tadic a Vukovar.
Sono stato in quella città, e ne porto ancora un ricordo indelebile.
Camminare a Vukovar, ancora oggi, significa ritrovarsi faccia a faccia con la follia umana, sentirne l'odore, percepirne l'angoscia.
Pochi nel nostro paese ricordano l'agonia di questa città, una volta ricca e piena di vita.
Vukovar, assediata per oltre tre mesi, isolata dal mondo, bombardata.
E infine il 18 novembre del 1991 conquistata. Deportati i suoi abitanti, uccisi i suoi ultimi difensori. E i suoi feriti, e molti dei suoi civili.
Allora dall'altra parte del fiume giunsero i barbari.
Oggi un presidente che viene a esprimere pentimento e rispetto per le vittime, ed è accolto da un altro presidente che esprime lo stesso sentimento.
Quel fiume tornerà ad unire, se le sue sponde saranno presidiate da uomini di buona volontà.

Schifo, pena e rabbia

Chi conosce la situazione serba sa che da qualche anno è in corso una dura battaglia tra lo Stato e gli ultimi irriducibili del nazionalismo peggiore, quello xenofobo, violento ed eversivo.
Che ha i suoi movimenti politici ed il suo braccio armato, le tifoserie calcistiche organizzate.
Sono loro quelli che hanno ucciso Taton, che linciano gli stranieri per strada, che hanno devastato Belgrado nel 2008 e domenica scorsa in occasione del "Gay Pride".
Volevano la mondovisione, ieri sera l'hanno ottenuta.
Hanno - ancora una volta - umiliato profondamente il loro bellissimo Paese e la gente meravigliosa che lo abita o che ne è figlia orgogliosa anche da lontano.
Sentire il pubblico italiano che fischiava con rabbia l'inno serbo è stato un momento di grande dolore per tanti di noi (anche se il clima di paura e rabbia creato da quegli umanoidi può rappresentare un attenuante).
Hanno vinto loro, hanno perso le autorità serbe e quelle italiane.
Ma forse è la loro ultima vittoria.

Risoluzione si, soluzione non ancora

L'Assemblea Generale delle Nazioni Unite ha approvato lo scorso 10 settembre una Risoluzione sul Kosovo redatta congiuntamente dal governo serbo (rappresentato a New York dal capo della diplomazia Jeremic) e dall'Unione Europea.
E' un passo significativo, poichè è la prima volta che le autorità di Belgrado abbandonano un atteggiamento "ideologico" sulla questione (d'altronde dopo il parere reso sulla questione dalla CIG nessuno può pensare seriamente che il Kosovo torni - perlomeno interamente - sotto la bandiera serba).
La gestazione del documento è stata molto complicata: inizialmente il governo serbo aveva presentato un testo radicale e di netta chiusura, senza peraltro consultarsi con l'Unione Europea, e si era aperta seppure sotto traccia una crisi diplomatica con Bruxelles.
Alla fine le pressioni europee hanno avuto la meglio (a ottobre la Commissione Europea discuterà della candidatura serba) ed ecco la Risoluzione, approvata per acclamazione.
Nel testo si "prende atto" della sentenza emessa dalla CIG e si sottolinea la volontà dell'Unione Europea di facilitare il dialogo tra le parti.
Le reazioni in Serbia sono state abbastanza compassate (a parte il fronte nazionalista e le sue classiche accuse di tradimento e richieste di nuove elezioni, tutto nella norma).
Il nuovo attore protagonista nel canovaccio kosovaro sembra dunque essere l'Europa; quello che è certo è il fatto che Belgrado e Pristina dovranno ricominciare a parlarsi, il che è già un'ottima notizia.

Per la precisione questi appunti sono stati trovati nello scorso mese di febbraio, ma il Tribunale ne ha ammesso di recente l'utilizzo come prova nel processo a carico di Karadzic.
Rimane la speranza che salti fuori anche il generale, ma (viste anche le sue sembra assai precarie condizioni di salute) è innegabile che sono molti coloro che preferirebbero attenderne la naturale dipartita.

Dato che - come è noto - i morti non parlano.

Oluja brucia ancora

Era l'alba del 4 agosto del 1995.
L'esercito croato con una operazione militare in grande stile - nota come Oluja o Tempesta - si riversava nell'area della Krajina, territorio (a maggioranza serba) appartenente alla Croazia ma da quattro anni sede di una Repubblica serba autoproclamata con capitale Knin e riportava la sovranità di Zagabria sull'area.
L'attacco (che non incontrò alcuna vera resistenza, poichè i vertici spolitici e militari serbi avvisati in anticipo si limitarono a togliere il disturbo abbandonando la popolazione nel caos) provocò un esodo di massa da parte della popolazione serba della zona, stimata intorno alle 200.000 unità, costretta a fuggire da una terra che abitava da secoli e ad un avvenire incerto nei campi profughi della Serbia.
Si registrarono molte vittime tra i civili (le cifre arrivano vicino alle 2000 vittime), nonostante il Governo croato avesse preventivamente assicurato gli Stati Uniti (il vero sponsor dell'operazione) che tutto si sarebbe svolto nel rispetto del diritto internazionale umanitario.
Ancora oggi il ritorno dei profughi e il possesso dei loro beni sono oggetto di un'aspra contesa (fortunatamente l'ultima) tra i due stati.
Come sempre la lettura della storia è inconciliabile, a seconda che l'osservatore si trovi a Zagabria - dove Oluja è celebrata come parte della guerra di liberazione e la data di domani è un giorno festivo - e di festa - o a Belgrado, dove la stessa Oluja è considerata un caso lampante di pulizia etnica.
Probabilmente - anche alla luce delle pesanti richieste di condanna che la Procura del Tribunale per la ex Jugoslavia ha chiesto nei confronti di Gotovina, Cermak e Markac - al tempo i vertici militari dell'operazione - sono vere entrambe le posizioni.
La Croazia reclamava una parte del proprio territorio legittimo (occupato da una leadership criminale come poi sancito all'Aja), ma pulizia etnica e altri crimini di guerra vi sono stati, e non si è trattato certo di episodi isolati.
Come sempre si attende che passi l'anniversario, e con esso la tronfia retorica nazionalista di entrambe le parti (ad uso essenzialmente interno), ma è giunta il tempo di affrontare con coraggio anche questo capitolo di una storia dolorosa che sembra non finire mai.

Corte Internazionale di Comicità

La decisione della CIG sulla questione Kosovara è finalmente nota.
Non è un mistero che le giurisdizioni internazionali (purtroppo) tendano ad annacquare il diritto negli equilibri politici, dovendo sopportare una pressione molto forte e non essendo d'altra parte sostenute da autorevolezza e mezzi che sono propri delle curie nazionali.
Eppure sarebbe stato lecito aspettarsi qualcosa di meglio.
Mi spiego: il problema non è la parte che questo pronunciamento può agevolare o meno, bensì l'assurdità del pronunciamento stesso.
Se la CIG avesse tirato fuori dal cilindro una pronuncia di alto valore tecnico giuridico, spiegandoci che la via intrapresa dal Kosovo è legittima (o negandolo che ripeto per chi scrive sarebbe lo stesso) e facendo chiarezza su alcune delle questioni più complesse che affliggono il diritto internazionale (sovranità statuale e autodeterminazione dei popoli ad esempio) note anche ad uno studente del primo anno che si barcameni sul nobile testo del Conforti, beh in quel caso le Nazioni Unite (di cui la CIG è organo) avrebbero fatto bene il proprio lavoro e ne avrebbero guadagnato in autorevolezza, moral suasion e quant'altro.
Invece abbiamo tra le mani una sentenza piena di contraddizioni, a mio parere poco decisiva per entrambe le istanze, e soprattutto foriera di un messaggio di forte debolezza.
I coraggiosi giudici dell'Aja prima interpretano a modo loro il quesito posto dall'Assemblea Generale (che pure definiscono "assolutamente chiaro", e pensa se non lo fosse stato): ci dicono che non esiste una norma nel diritto internazionale che vieti una dichiarazione unilaterale di indipendenza (ma và?) ma non si pronunciano nè sul fatto che un tale atto possa avere conseguenze effettive (testualmente dicono che non è stato chiesto loro se il diritto internazionale riconosca al Kosovo una legittimazione (entitlement) a dichiarare unilateralmente la propria indipendenza, nè tantomeno se tale legittimazione a secedere da un altro Stato esista nel diritto internazionale.
Ma non è finita.
La CIG riconosce che l'integrità territoriale degli Stati e la sua intangibilità sono principi fondamentali del sistema (art. 2 comma quarto della Carta ONU) e che tutti i casi precedenti (e analoghi a quello Kosovaro) sono stati respinti. Ma in quei casi perchè tali dichiarazioni erano il frutto di un uso illegittimo della forza, sanzionato dalla Carta dell'ONU.
Non in questo caso però, (non lo affermano direttamente loro, figuriamoci, si limitano a registrare che il Consiglio di Sicurezza non si è mai pronunciato in tal senso).
Forse la campagna militare del 1999 (qualunque opinione morale si abbia a riguardo, e chi scrive le considera tutte rispettabili) non è stata - secondo il diritto internazionale - del tutto illegittima?
Ci sarebbe tanto altro da aggiungere, ad esempio il fatto che la dichiarazione di Pristina non viola la Risoluzione 1244, poichè quest'ultima parla di sovranità jugoslava sulla Provincia ma ha una valenza che viene affievolita al rango di accordo temporaneo tra le parti, e non contiene alcun divieto ad una dichiarazione di indipendenza (!)...
Lascio ulteriori considerazioni a persone assai più qualificate del sottoscritto, ma non riesco a esimermi, da avvocato, da appassionato di diritto internazionale, da sostenitore delle Nazioni Unite e del sistema di relazioni internazionali, dall'esprimere profonda delusione.
E una certa preoccupazione per le conseguenze che questa pronuncia potrebbe comportare (ben oltre il Kosovo).

Lo afferma il sito Papanews.I sei dovranno consegnare i 10 segreti che la Madonna avrebbe loro affidato.

Chi conosce la storia della ex Jugoslavia sul caso Medjugorje non ha dubbi.
Così come non li ha mai avuti la stessa Chiesa cattolica.
Dare riconoscimento ad una farsa per molti aspetti criminale non farebbe bene alla Bosnia.
E ne farebbe ancor meno al Vaticano.

Il muro di Schengen perde altri mattoni

La Commissione Europea, su proposta del Commissario agli affari interni, la svedese Cecilia Malmström ha approvato una proposta tesa ad abolire il regime di visti per i cittadini di Albania e Bosnia Erzegovina.
La parola passa ora al Parlamento Europeo e ai parlamenti nazionali i quali saranno chiamati nei prossimi mesi a dare la propria approvazione e a consentire così - come peraltro già avvenuto lo scorso 19 dicembre a favore di Serbia, Macedonia e Montenegro - ai cittadini di Sarajevo e Tirana la libera circolazione all'interno dei Paesi che formano la cosiddetta area Schengen, termine quest'ultimo che nell'ultimo quindicennio ha rappresentato forse l'ultimo muro della nostra Europa.
La Commissione ha chiesto ai due paesi di incrementare il controllo sulle proprie frontiere.
Resta fuori (ancora una volta) il Kosovo dove - fra tensioni etniche, anarchia politica, criminalità organizzata e crescente disagio sociale - il futuro appare sempre più preoccupante.

Tito trent'anni dopo

E’ il 4 Maggio 1980, e in un Paese distratto dalla festa dei lavoratori – evento quanto mai importante in un Paese, la Jugoslavia, di osservanza comunista seppure a modo proprio, è una domenica abbastanza nuvolosa.
Da qualche mese il padre padrone dello Stato, l’ottantottenne Josip Broz, meglio conosciuto come Tito si trova in Slovenia per sottoporsi a svariate cure mediche anche se la popolazione lo ritiene quasi un personaggio immortale.
Non può essere diversamente: il personaggio è davvero carismatico.
Leader del movimento partigiano più importante del continente, (l’unico che abbia davvero sconfitto militarmente gli eserciti nazifascisti praticamente in proprio) il “Maresciallo” aveva rifondato la Jugoslavia e – seppure allestendo uno duro stato di polizia (come dimenticare Goli Otok e l’epurazione della popolazione italiana da Istria e Dalmazia) – era prima sopravvissuto alla rottura con il comunismo ortodosso di Stalin e successivamente divenuto un leader di caratura mondiale, fondando il “movimento dei non allineati” e giocando con grande abilità sullo scacchiere delle relazioni internazionali.
Comunista pragmatico, a est ma aperto all’occidente e ai suoi (copiosi) finanziamenti, Tito riuscì a trasformare un Paese povero e completamente distrutto dalla seconda guerra mondiale (che in Jugoslavia conobbe alcuni tra i suoi momenti più brutali, per la concomitanza di una spaventosa guerra civile) in una nazione benestante e rispettata, i cui cittadini potevano viaggiare in ogni parte del globo liberamente e pur in un regime di stampo comunista vi era un grande fermento culturale e di idee. Insomma qualcosa di assolutamente sconosciuto ad ogni altro Paese dell’Europa orientale, sotto il criminale dominio sovietico.
Eppure le grandi capacità del politico Tito non sono bastate a preservare la Jugoslavia.
Non sono bastate cinque riforme costituzionali, sempre più autonomiste, a tenere insieme le repubbliche e le nazioni.
Forse non poteva finire in altro modo.
Il sistema era malato: l’economia non funzionava, il tanto celebrato sistema dell’autogestione era un “mostro” tecnicamente inapplicabile e molto spesso un meccanismo di pura facciata. Un fallimento.
Il Paese si reggeva sui finanziamenti che venivano da ovest: prestiti, aziende straniere (la Fiat arriva in quegli anni), rimesse dei tanti emigranti.
La classe politica di ogni repubblica si formava in modo clientelare, le tensioni cominciavano ad emergere ma il carisma del grande leader e il benessere diffuso erano il tappeto che copriva lo sporco.
Fino al 4 maggio 1981: da Lubiana arriva la comunicazione in codice che “la partita è stata cancellata”, ovvero che il grande capo non c’è più.
La disperazione è enorme, incontrollabile e sincera.
Qualunque cittadino ex jugoslavo ricorda ancora oggi dove era e cosa stava facendo nel momento in cui la televisione di stato ha interrotto le trasmissioni per annunciare la morte di Tito.
I funerali portano a Belgrado tutta la leadership politica mondiale.
Forse la Jugoslavia diviene un malato terminale proprio in quella giornata triste e solenne.
Se ne accorgono in pochi.
Il resto è noto.

UE-Balcani: Frattini, verso accordo per Conferenza Sarajevo

Per l’Italia i Balcani occidentali nel loro processo di avvicinamento verso l’Europa sono una priorita’. Nell’ambito di questa strategia si svolge la missione del Ministro degli Esteri Franco Frattini che a sole due settimane dalla sua visita in Albania e Bosnia, sara’ tra oggi e domani in Serbia e Kosovo. Il Ministro, oltre ad incontrare le piu’ Alte autorità locali, svolgera’ anche un intervento davanti al giovane parlamento kosovaro riunito per l’occasione in seduta solenne.

Tra gli obiettivi della missione, in vista della conferenza Ue-Balcani in programma il 2 giugno a Sarajevo, ci sara’ quello di trovare una soluzione per assicurare la contemporanea presenza al tavolo delle due delegazioni, serba e kosovara.

In Serbia, il Ministro Frattini avra’ colloqui con il Presidente serbo Boris Tadic, il Vicepremier Bozidar Djelic, incaricato per l’integrazione europea, e il Ministro degli esteri Vuk Jeremic, con i quali discuterà i principali temi dell’attualità europea e regionale, oltre ai rapporti bilaterali.

In Serbia l’Italia e’ risultata nel 2009 il terzo partner commerciale dopo Russia e Germania. Con la missione a Belgrado del ministro per lo Sviluppo economico Claudio Scajola, e’ stato istituito il Business Council italo-serbo per favorire i contatti tra gli investitori. Energia, infrastrutture e auto i settori privilegiati.

In Kosovo, Frattini vedra’ il Presidente Fatmir Sejdiu, il Premier Hashim Thaci e il Ministro degli Esteri Skender Hyseni, prima di intervenire all’Assemblea nazionale e di incontrare i vertici internazionali. Nella repubblica balcanica, l’Italia e’ impegnata nell’implementazione delle istituzioni democratiche, con la partecipazione alla missione civile europea Eulex, ed e’ presente con circa 1400 militari nella missione di peacekeeping Kfor.

Si va verso una "soluzione tecnica" che permetta di trovare un accordo tra Kosovo e Serbia "affinché tutti possano contribuire al successo della Conferenza internazionale" UE-Balcani del 2 giugno a Sarajevo, "in piena dignità e rispetto per ciascun partecipante". Lo ha detto il Ministro Franco Frattini nel corso della sua missione in Serbia e Kosovo. L’Italia ha infatti proposto che i due Paesi siedano al tavolo di Sarajevo secondo il modello 'Gymnich', dove si può “prendere la parola ognuno per sé, ognuno in quanto tale” e non come Paese. E sia il Kosovo sia la Serbia, ha annunciato il Ministro, si sono detti disponibili a questa formula.

Alla Conferenza di Sarajevo ci saranno anche rappresentanti di USA, Russia, Turchia e di importanti organizzazioni internazionali. Il significato della conferenza, ha spiegato Frattini, sarà di “confermare che i Balcani occidentali non hanno altra alternativa a quella di aderire gradualmente all'Unione europea”. E l’Europa “deve prendere l’iniziativa” altrimenti “ci saranno forze centrifughe che porteranno la regione verso altri centri”.

L’Italia è il principale sponsor dell’ingresso della Serbia nell’UE. A Belgrado, incontrando il Presidente serbo Boris Tadic, il Vicepremier Bozidar Djelic e il Ministro degli Esteri Vuk Jeremic, Frattini ha puntualizzato che il Kosovo non deve essere una condizione per l'ulteriore cammino della Serbia verso l'Unione europea. Poi, ha ribadito che l’obiettivo è che per l’inizio del 2011 vi sia una decisione sullo status di Paese candidato. Al tempo stesso, ha aggiunto, “dobbiamo decidere la ratifica dell'Accordo di Associazione e Stabilizzazione (ASA) tra la Serbia e l’UE, che è sospeso, e “l'Italia vuole essere il primo Paese europeo a ratificare l'ASA dopo il via libera della Commissione”. Il Ministro Jeremic ha ringraziato ancora una volta il collega Frattini e il governo italiano per il costante appoggio dimostrato per l'integrazione europea della Serbia.

Per quanto riguarda i rapporti bilaterali, Frattini ha assicurato: “Vogliamo mantenere il primo posto come partner commerciale” raggiunto quest'anno. Di rapporti “ottimi” ha parlato anche Jeremic: “Abbiamo convenuto di accelerare la collaborazione politica ed economica - ha affermato - ed è un piacere confermare che il secondo vertice italo-serbo si terrà a Belgrado in ottobre”. E L'Italia apprezza molto l'idea della Serbia di un progetto '2020' per lo sviluppo economico dei Balcani, ossia una strategia regionale in linea con le priorità adottate dalla strategia Ue2020, ha spiegato Frattini dopo l’incontro con il vicepremier serbo Djelic.

Anche “il futuro del Kosovo è nell’Unione Europea”, ha detto a Pristina il Ministro Frattini, ricordando ai vertici kosovari che "l'Italia ha da sempre sostenuto il Kosovo, anche in momenti difficili”. Il primo passo è di "fare ogni sforzo per arrivare il prima possibile a un accordo commerciale tra l'UE e il Kosovo" e di concedere la liberalizzazione dei visti ai cittadini kosovari "non appena tutte le riforme richieste saranno state implementate”. Sul fronte dei rapporti bilaterali, “l’Italia è il secondo partner commerciale tra i paesi europei ma vogliamo fare di più”. Per questo “la prossima settimana il viceministro con delega al commercio Estero Adolfo Urso verrà qui a Pristina con una delegazione di imprenditori italiani per rafforzare la presenza dei nostri investimenti”.

Ti telefono o no?

Il Kosovo è riconosciuto per il momento da una sessantina di Stati, si trova ancora sotto la tutela di una missione a guida europea (Eulex) e di un'altra internazionale sotto l'eguida delle Nazioni Unite (Unmik) le quali peraltro sono neutrali sotto il profilo dello status: ovvero si applica ancora la famosa risoluzione n. 1244 secondo cui - almeno de jure - il Kosovo è ancora provincia di Belgrado.

Il problema è noto: la provincia - che ha dichiarato unilateralmente la propria indipendenza - non ha di fatto alcuna sovranità sulla parte settentrionale del proprio territorio, abitato in maggioranza da serbi, ovviamente fedeli a Belgrado e per i quali il nuovo Stato semplicemte non esiste.

Queste persone lavorano per aziende serbe, guardano la televisione serba, leggono i giornali di Belgrado, seguono il campionato di calcio serbo (digressione: ma il Kosovo lo organizza un campionato di calcio?) e parlano al telefono cellulare. Con un operatore serbo e un numero serbo(forniti da Telekom Srbija o Telenor).

Non usano la compagnia telefonica kosovara per le ragioni già esposte.

Questo avveniva fino allo scorso weekend ma ad un certo punto il segnale è scomparso.

E' successo che le autorità kosovare hanno distrutto i ripetitori delle compagnie serbe: se sei nel Kosovo indipendente, allora parli al telefono solo con la compagnia nazionale, le altre sono illegali - almeno secondo l'Agenzia kosovara delle telecomunicazioni.

Tutti i serbi (quelli a sud del fiume Ibar) "al buio". Nel weekned. Senza preavviso.

Posto che molti hanno solo l'utenza cellulare vuol dire essere isolati.

Non poter cambiare un medico o un'ambulanza.

Si può avere qualunque posizione sul kosovo e sul suo status ma certe cose non si fanno.

Soprattutto non le fa uno Stato.

Ma neppure dovrebbe farle un quasi Stato.

Adesso si vedrà se la comunità internazionale, che non dimentichiamo il nuovo Kosovo lo ha creato, avrà (come spero) qualcosa da dire.

Se non lo farà avremo una prova ulteriore che le nostre (occidentali) tasse sono spese male e i nostri bravi militari sono utilizzati anche peggio.

Tra passato e futuro la partita è decisiva

Dalla Bosnia giungono sempre notizie contaddittorie (in linea con il Paese potrebbe dirsi).

Molto significativa la visita ufficiale del presidente croato Josipovic, che si è recato nel villaggio di Ahmici, teatro durante la guerra di un massacro di civili musulmani da parte delle forze croate.

Josipovic (che poi ha parlato - primo presidente croato a farlo) davanti al Parlamento bosniaco ha offerto le scuse del proprio paese per i crimini commessi durante le guerre jugoslave e ha auspicato una crescente cooperazione regionale.

Il presidente - come era prevedibile - ha subìto il duro attacco della destra croata, incarnata dall'Hdz, (il partito nazionalista fondato dal defunto presidente Tudjman) che oggi esprime il primo ministro Jadranka Kosor.

Nulla di nuovo.

Si tratta dello stesso canovaccio già visto in Serbia contro il presidente Tadic dopo l'approvazione da parte del parlamento serbo di una risoluzione di condanna dei "crimini" commessi a Srebrenica; il meccanismo è chiaro: appena qualcuno si muove sulla via della riconciliazione subito i nazionalisti cominciano ad abbaiare.

Peraltro è singolare che altre critiche a Josipovic siano giunte dalla Republika Srpska, secondo cui il presidente croato non avrebbe onorato anche le vittime serbe.

E per restare alla parte serba (parliamo di Republika Srpska per essere precisi) si registra l'ennesimo scontro tra il presidente/proprietario dell'entità serba di Bosnia, Dodik e il rappresentante della comunità internazionale in Bosnia Erzegovina, Inzko.

Motivo del contendere è una risoluzione che il parlamento dell'entità serba ha approvato lo scorso 19 aprile, mettendo nuovamente in discussione il genocidio di Srebrenica, con il solito campionario di fandonie che la propaganda serba ci propina da quindici anni a questa parte e che - per rispetto e decenza - non intendo ripetere in questa sede.

L'ufficio del rappresentante internazionale ha risposto con una nota molto dura(http://www.ohr.int/ohr-dept/presso/pressr/default.asp?content_id=44835) nella quale si condanna il nuovo tentativo di distorcere la verità storica e processuale sui fatti di Srebrenica.

Non si possono che auspicare - ancora una volta - provvedimenti da parte della comunità internazionale, utilizzando quei poteri che le sono attribuiti dal trattato di Dayton.

Il momento storico è decisivo: oggi con i nuovi attori politici presenti nella regione (Pahor, Josipovic e Tadic) si percepisce una forte volontà politica di superare il passato e riattivare una rete regionale che potrebbe risultare decisiva per la competitività dei paesi della regione nell'Unione europea.

Dall'altra parte i nazionalisti sanno che la loro sopravvivenza politica dipende dall'esito di questo processo.

Negli anni '90 hanno vinto loro, oggi forse c'è ancora tempo per impedirlo.

Se oggi molto è cambiato lo si deve a persone come loro.

Come Biljana Kovačević-Vučo, avvocato, paladina dei dititti umani e fondatrice del Lawyer’s Committee for Human Rights (YUCOM), che si è spenta ieri a Belgrado.

Una vita a testa alta, un esempio per tanti.

ITALIA-BOSNIA: FRATTINI, LAVOREREMO PER ABOLIZIONE VISTI

(ANSA) - SARAJEVO, 13 APR - Segnali chiari perche' l'Europa e la Nato comprendano che la Bosnia fa sul serio sul fronte della stabilizzazione interna e della proiezione internazionale. E' questo che il ministro degli Esteri Franco Frattini, in visita oggi a Sarajevo, ha chiesto alla presidenza tripartita della Federazione, offrendo ampia disponibilita' a dare segnali altrettanto chiari, per esempio il sostegno dell'Italia all' abolizione dei visti ai quali il Paese tiene in modo particolare. E poiche' un futuro europeo e atlantico e' l'unico possibile, Sarajevo deve trovare innanzitutto un assetto istituzionale stabile. ''Le tre parti (serba, croata e musulmana, ndr) - e' l'idea di Frattini - si possono impegnare a cambiare la costituzione qualunque sia il risultato delle elezioni'' che si terranno in ottobre. E anche se ''non si puo' pensare di cambiarla ora, sarebbe importante avere un impegno preso prima di ottobre. Un impegno irreversibile''. Altro tema caldo e' quello della distruzione degli arsenali, armi e munizioni, rimasti sul territorio dopo la guerra e che, afferma il titolare della Farnesina, dovrebbero ''essere distrutti sotto il monitoraggio, se necessario, di una commissione di esperti, qualora le autorita' locali non ne abbiano le capacita' tecniche''. Un messaggio, questo, che la Nato ''si attende'' prima del Vertice dell'Alleanza previsto a Tallin, in Estonia, il 23 aprile. E che potrebbe fruttare a Sarajevo la concessione dello status di Map (Membership Action Plan), cioe' di candidato all'adesione. Ma sarebbe apprezzata anche la disponibilita' ad inviare in Afghanistan un contingente militare. Nei colloqui con le autorita' bosniache Frattini, che ha tenuto anche una lectio magistralis all'universita' di Sarajevo e ha visitato il contingente italiano di Eufor (la forza di stabilizzazione nel Paese), ha espresso tutta la disponibilita' italiana a sostenere le aspirazioni internazionali della Bosnia. In primo luogo l'abolizione dei visti che, secondo il titolare della Farnesina, potrebbe essere annunciata gia' prima dell'estate, nel vertice Ue-Balcani che si terra' il 2 giugno proprio a Sarajevo, e diventare operativa in autunno.(ANSA). Apprendiamo una buona notizia da http://balkans.com: oggi i ministri Mladjan Dinkic (Serbia) e Mladen Zirojevic (Bosnia Erzegovina) firmeranno un accordo di cooperazione frai due Stati in materia di turismo.

L'occasione è l'apertura della fiera economica internazionale Mostar 2010 che sarà aperta dal Presidente serbo Boris Tadic attualmente in visita in Bosnia Erzegovina.

La Bosnia torna al centro dell’attenzione diplomatica internazionale.
Sono arrivati oggi a Sarajevo il segretario americano alla difesa Steinberg e il ministro degli esteri spagnolo Moratinos (la Spagna è in questo momento Presidente di turno dell’Unione Europea) per tentare nuovamente di spingere i politici bosniaci a promuovere un processo riformatore che faccia uscire il Paese dall’immobilismo politico conseguente al macchinoso sistema istituzionale figlio del Trattato di Dayton.
I tentativi precedenti fino ad ora sono falliti miseramente.
L’ultimo lo scorso mese di Ottobre, quando lo stesso Steinberg e il ministro degli esteri svedese Bildt (allora la Svezia era il Presidente di turno) tentarono – senza successo – di convincere le controparti (serba, bosgnacca e croata) ad implementare una serie di riforme che avrebbero reso più solida la struttura del Paese, e ne avrebbero consentito un più rapido avvicinamento alla Ue e alla Nato.
Come sempre i politici locali sono rimasti sordi all’appello: l’attuale sistema politico premia i partiti di estrazione nazionalista, e incoraggia di conseguenza la classe dirigente locale a mantenere una rigida divisione etnica, propedeutica alla conservazione del proprio potere politico-clientelare all’interno delle due entità (la federazione croato-bosniaca e la repubblica serba).
Fino ad oggi la carota non ha funzionato: il Paese è bloccato, l’alto rappresentante continua a (non) esercitare i propri poteri coercitivi, e la comunità internazionale continua sostanzialmente a mantenere una missione molto costosa e che sembra non dare alcun risultato, se non quello di impedire un nuovo conflitto (peraltro molto inverosimile).
E’ arrivato forse il tempo del bastone?

Non dimentico che la giornata di ieri rappresenta l’anniversario dell’inizio dell’assedio di Sarajevo, il più lungo che si ricordi nell’era moderna; era il 5 aprile del 1992.
Purtroppo sono in tanti a non ricordarsene.

Risoluzione del Parlamento serbo di condanna dei crimini commessi a Srebrenica (Bih)

Ritengo opportuno pubblicare il testo originale (nella versione inglese, così da renderne più semplice la comprensione) della Risoluzione che il Parlamento serbo ha approvato lo scorso 31 marzo in relazione ai tragici fatti avvenuti nella città bosniaca di Srebrenica.
Pur trattandosi di un testo che è frutto del compromesso tra le diversi posizioni politiche rappresentate in seno alla Skupstina, rappresenta comunque un passaggio di elevata portata storica e simbolica.
Ma per i commenti c'è tempo.

- Expressing adherence to the spirit and norms of the United Nations Universal Declaration of Human Rights, Pact of Civil and Political Rights, European Convention for the Protection of Human Rights and Fundamental Freedoms, Additional Protocols to the Geneva Conventions relating to the Protection of Victims of International and Non-International Armed Conflicts, Convention on the Prevention and Punishment of the Crime of Genocide and Statute of the International Criminal Court,

- Aimed at ensuring lasting peace and stability in the Western Balkans region, as well as further improvement of friendly relations among the states of the former Yugoslavia based on the respect for international law and territorial integrity and sovereignty of all member states of the United Nations, including Bosnia and Herzegovina,

- Striving to keep the memory of the victims of the brutal armed conflicts in the former Yugoslavia in the 1990s, in which all the nations suffered grave hardships, forever alive,

- In line with the ruling of the International Court of Justice, the United Nations supreme judicial body, delivered in the case brought by Bosnia in Herzegovina against Serbia and Montenegro on 26 February 2007,

- In view of the fact that under said ruling of the International Court of Justice Serbia is obliged to take effective steps to ensure full observance of its international obligations, including full cooperation with the International Criminal Tribunal for the Former Yugoslavia,

DECLARATION

Of the National Assembly of the Republic of Serbia Condemning the Crime in Srebrenica

The National Assembly of the Republic of Serbia most severely condemns the crime committed against the Bosnian population in Srebrenica in July 1995 in the manner established by the ruling of the International Court of Justice, as well as all the social and political processes and incidents that led to the creation of awareness that the realisation of personal national goals can be reached through the use of armed force and physical violence against members of other nations and religions, extending on the occasion condolences and apologies to the families of the victims that everything possible had not been done to prevent the tragedy.
The National Assembly of the Republic of Serbia provides full support to the work of the state authorities in charge of processing war criminals and successful completion of the cooperation with the International Criminal Tribunal for the Former Yugoslavia, in which the detection and arrest of Ratko Mladic for the purpose of standing trial before the International Criminal Tribunal for the Former Yugoslavia is particularly significant.
The National Assembly of the Republic of Serbia calls upon all the former conflicting sides in Bosnia and Herzegovina, as well as in the other states of the former Yugoslavia, to continue the process of reconciliation and strengthening of the conditions for common life based on national equality and full observance of human and minority rights and freedoms so that the committed crimes would never be repeated.
The National Assembly of the Republic of Serbia expresses the expectation that the highest authorities of other states on the territory of the former Yugoslavia would also condemn the crimes committed against the members of the Serbian people in this manner, as well as extend condolences and apologies to the families of the Serbian victims.

This declaration is to be published in the Official Gazette of the Republic of Serbia.

Nello stesso giorno di undici anni prima era cominciata l`operazione militare della Nato contro l`allora Jugoslavia.

Anniversario in tono minore, quasi snobbato dalla capitale.

Qualche servizio in televisione, la sirena, una messa a San Marco officiata dal nuovo Patriarca Irineo e una mini manifestazione in Trg Republike organizzata dall`ormai mini partito dell`ex premier Kostunica.

Sono tanti undici anni, o forse pochi, ma sembra ne siano passati molti di piu`.

E tutto sommato e` meglio cosi`.

FROM one end of former Yugoslavia to the other, people are worrying about justice. On March 1st Radovan Karadzic, the former Bosnian Serb leader, opened his defence at his war-crimes trial in The Hague. British police arrested Ejup Ganic, a wartime Bosniak (Bosnian Muslim) leader, at Heathrow airport at the request of Serbia. And in Spain a Montenegrin alleged to have murdered and raped in Sarajevo during the war was arrested at the request of the Bosnians.

Since the Karadzic arrest in 2008, only two Serbs have been left on the wanted list of The Hague war-crimes tribunal. The most important is Ratko Mladic, who led Bosnian Serb forces during the war and is believed to be hiding somewhere in Serbia. Serbia’s president, Boris Tadic, has been trying to persuade the Serbian parliament to pass a resolution to condemn and commemorate the murder of up to 8,000 Bosniaks by Bosnian Serb troops in Srebrenica in 1995.

Against this background, Dr Karadzic’s evidence was a blast from the past. The Bosnian Serb cause had been just and holy, he said. There was no massacre at Srebrenica, nor even a siege of Sarajevo. Such madcap denial could perhaps be shrugged off were it not for the simultaneous arrest of Mr Ganic. In May 1992, less than a month after Dr Karadzic and General Mladic began the siege of Sarajevo, Yugoslav troops inside the city were themselves surrounded by Bosnian forces. The Yugoslav army then seized Bosnia’s president, Alija Izetbegovic.

The days that followed were among the most dramatic of the war. A deal was struck and the UN began to evacuate the soldiers. With Mr Izetbegovic in captivity, Mr Ganic assumed his duties. As the convoy moved through Sarajevo, fighting broke out. The Bosnians were incensed that the Yugoslav troops were taking their guns with them. Some 42 soldiers died. Mr Izetbegovic survived the ordeal but screamed at Mr Ganic that his life was worth more than 40 rifles.

Mr Ganic denied all responsibility for the fighting. But his arrest at the behest of Serbia will damage its relations with Bosnia. These had been improving. This week, after an absence of almost three years, a new Bosnian ambassador presented his credentials in Belgrade. The Bosnians say they had been looking into the Ganic case. But in an election year his arrest has descended into a matter of mutual accusations between Bosnian Serbs and Bosniaks.

Meanwhile, relations between Serbia and Montenegro have deteriorated because Serbia accuses its small neighbour of harbouring members of a drugs gang whom it wants extradited. A few months ago Serbians talked of their country re-emerging as the region’s natural leader. That hope seems vain now.

EU divisions over Kosovo get deeper

Riporto una interessante riflessione del britannico Guardian sullo stallo diplomatico relativo al Kosovo nel secondo anniversario della sua indipendenza, legittima o meno che sia.

E' evidente che l'europa non può continuare a parlare con troppe voci differenti, e di segno opposto.

Le scelte sono complicate, dolorose e richiedono certamente coraggio politico ma è tempo di compierle.

Ogni situazione incerta può essere foriera di problemi maggiori, soprattutto nei Balcani.

Purtroppo la mancanza di coraggio continua a connotare la nostra Europa, e in Kosovo e Bosnia Erzegovina forse ne vedremo le conseguenze, ancora una volta.

La storia è maestra di vita ma gli studenti sono negligenti.

Differing views between Spain and the Quint over how to get lasting regional peace could hold back integration into Europe

On the second anniversary of Kosovo's declaration of independence, divisions within the EU over Kosovo's status continue to deepen. Following the controversy caused by the ill-conceived strategy for the north, the so-called Quint is exerting ever more vehement diplomatic pressure on Serbia not to oppose Kosovo's independence.
By contrast, Spain, which assumed the presidency of the EU in January, advocates renewed negotiations and the search for a mutually acceptable outcome. Amid these disagreements, a key Kosovo official has warned that Albanians in Serbia's south-east are ready to join Kosovo should Serbs in the north continue to resist integration. Though a minority position within the EU, Spain's stance provides the most constructive way to resolve the Kosovo status impasse and bring lasting peace to the region.
The Quint – comprised of Britain, Germany, France, Italy and the US – recently sent a strongly worded communiqué to the Serbian foreign ministry, stating that "we have tolerated until now the Serbian aggressive rhetoric regarding Kosovo, because we believed that with time passing it could be taken off the agenda" and warning Serbia to abstain from "adventurous actions" once the International Court of Justice (ICJ) delivers its verdict of the legality of Kosovo's declaration of independence.
It remains unclear exactly what the Quint meant by "aggressive rhetoric" and "adventurous actions". Though Vuk Jeremic, Serbia's foreign minister, has proposed a special session of the UN General Assembly following the ICJ's verdict, with the aim of securing support for fresh negotiations over Kosovo's status, such initiatives are in keeping with Serbia's vow to pursue all peaceful, diplomatic and legal means to oppose Kosovo's independence.
This approach has been favourably received by Spain, in particular, whose ambassador to Belgrade, Iñigo de Palacio España, asserted that "the opinion of the International Court of Justice… will offer a very important opportunity for restarting dialogue, that would help us find a functional, sustainable agreement for all sides involved in the Kosovo question, which we believe remains unsolved".
One of five EU member states - alongside Greece, Cyprus, Slovakia and Romania - who refuse to recognise Kosovo's independence, Spain has long supported Serbia's position. During public hearings at the ICJ, Spain's representative, Concepción Escobar Hernández, persuasively argued that, "the unilateral declaration of independence by Kosovo cannot be in accordance with international law because it violated the principle of territorial integrity and sovereignty of Serbia, which is engraved in UN security council resolution 1244" and that "1244 is still in power, and… the political process for seeking a solution is ongoing, until the security council passes a different decision".
Though motivated in part by its own domestic interests, Spain remains deeply aware of the potential for frozen conflict in the Balkans, which will only further complicate and delay the region's journey towards the EU. Indeed, as if to prophesy the future conditions that Serbia will invariably face, Iñigo de Palacio España contended that "it would really be a paradox that Serbia, who is making efforts to find a solution through dialogue and negotiations, is punished and stopped on its path towards European integration". The EU's twin accession requirements of "good neighbourly relations" and constructive regional co-operation will soon become the main leverage employed against Serbia by the principal protagonists of Kosovo's independence.
As uncertainty over Kosovo's status continues to mount, the president of the Kosovo assembly, Jakup Krasniqi, has indulged in further secessionist and "aggressive rhetoric" by warning that "ethnic Albanians in southern Serbia are ready to join Kosovo" should Serbs in the north of Kosovo continue to oppose integration into Pristina's institutions. In response, Serbia's state secretary for Kosovo and Metohija, Oliver Ivanovic, immediately called upon the international community to condemn such "warmongering"; a request that remains unanswered despite the severity and implication of Krasniqi's remarks. In light of such threats, claims that Kosovo's independence contributes to regional peace and stability seem ever more incredulous and insincere.
For Lady Ashton, the new high representative of the EU, who is scheduled to visit Belgrade on 18 February, the western Balkans represents one of the most challenging, yet important, aspects of her portfolio; one that could further erode the EU's claim to be a significant player on the world stage. With the ICJ's verdict now imminent, heeding Spain's advice on Kosovo would provide the EU with an opportunity to secure a sustainable solution to the status issue; one that would be based upon, and demonstrate the pull of, the EU's instruments of "soft power", its multilateral approach to dispute resolution and its commitment to the UN system and the principles of international law.
Continuing to pursue the current course risks compromising the EU's entire strategy towards the region, particularly Bosnia and Herzegovina, and undermining the development of an effective and coherent common foreign and security policy more generally.

Memoria e rabbia

La giornata di oggi è dedicata al silenzio e alla riflessione.
Eppure io non riesco a non pensare come questa memoria noi la insultiamo ogni giorno, con i nostri silenzi e le nostre connivenze.
Perchè l'opera meritoria di tramandare il ricordo del male assoluto non può assolverci dalla apatica contemplazione di chi è calpestato in ogni parte del mondo nel suo diritto più sacro.
Ricordare Berlino ma dimenticare Teheran, Lhasa, Pyongyang, Rangoon, L'Avana, Grozny e tante altre terre disperate ha senso?
Viva la giornata della memoria, forse un giorno diventerà anche la giornata della coscienza ma quel momento è ancora troppo lontano.

Orthodox Church elects moderniser

The Serbian Orthodox Church has elected a new leader, who is seen as open to modernisation at a time the country is seeking to join the European Union.

Gavrilovic Irinej, 80, was picked as the new patriarch in a lottery-like draw among three candidates who were initially chosen in a secret ballot by 45 Holy Synod bishops.

Irinej — the 45th Serbian patriarch — is considered a compromise candidate after a power struggle within the influential church between hard-liners and liberals over who would succeed Patriarch Pavle, who died last November after a long illness.

The 7-million-member church, whose influence rose during the Balkan wars in the 1990s and the surge of nationalism in Serbia, now has a major role in the country's policies.

Irinej's election signals that the church will stay neutral in the Serbian government's attempts to join the European Union and other Western institutions. The hard-line clergy say Serbia should instead opt for stronger ties with its traditional ethnic and religious ally Russia.

Irinej said in a recent interview that he would not oppose a visit by the Roman Catholic Pope to Serbia — one of the rare European countries the pontiff has never visited. The hard-liners have opposed the visit because of a historic schism between the two churches.

Religion analyst Mirko Djordjevic described Irinej as "a man of dialogue," and said his election was "good news for the church and the public."

"He is one of those people in whose biography no one can find a single extremist statement," Djordjevic said.

Pavle, highly popular among seven million Serbian Orthodox Church followers because of his modesty and humility, died Nov. 15 at the age of 95 after a long illness. He led the traditionally conservative church through its post-Communist revival.

The church said that among the three bishops shortlisted in the lottery-like draw were Amfilohije — an anti-Western hard-liner known for his ultranationalism who led the church for most of Pavle's two-year hospitalization — and another radical, Irinej Bulovic.

Bishop Irinej Bulovic said after the election "we should all be thankful that we chose the new patriarch so quickly, and in such a harmonious and a miraculous way."

Vuk il giovane

Il NY Times (atricolo di Nicholas Kulish) dedica un'intevista al giovane (giovanissimo) e discusso Ministro degli Esteri serbo, Vuk Jeremic.

Il giovane diplomatico, ultimo baluardo a difesa del Kosovo serbo, nega ogni compromissione con il nazionalismo, rivendica la maturità della democrazia serba e la sua aspirazione europea, non indietreggia sul Kosovo e non dimentica la propria origine (bosniaca).

Sicuramente l'astro nascente della politica serba, secondo molti l'unico erede del Presidente Tadic.

THE public face of Serbia for years has been that of a wizened war criminal in the dock in The Hague. Now, as the once-outcast country presses for membership in the European Union, it is increasingly represented by the gap-toothed grin of its energetic young foreign minister, Vuk Jeremic, all of 34 and a graduate of Cambridge and Harvard.
It is not just appearances. He is a minister in the most westward-leaning government Serbia has ever had, one that is aggressively pursuing membership in the European Union and good relations with the United States. Yet at the top of his agenda stands the issue that brought so much trouble to Serbia: the breakaway province and self-declared nation of Kosovo.
To the consternation of powerful supporters of Kosovo’s independence, including the United States, the Serbian obsession runs much deeper than a handful of ultranationalists from the generation of Slobodan Milosevic. Even young liberals like Mr. Jeremic, whose fluent English sounds more Bronxville than Belgrade, cannot let go of Kosovo, though it could endanger Serbia’s chance to move beyond its recent troubled past.
“The fact that this kind of fervent, pro-European politician in Serbia happens to have this position on Kosovo confuses a lot of people,” Mr. Jeremic said in an interview on the eve of the Orthodox Christmas here last week.
“This place, Kosovo, is our Jerusalem; you just can’t treat it any other way than our Jerusalem,” he said.
As if to underscore the point, his mentor and psychology teacher two decades ago at the First Belgrade High School, the current Serbian president, Boris Tadic, spent the holiday at the Visoki Decani monastery in Kosovo, under guard amid protests by local ethnic Albanians.
Mr. Jeremic quickly added that Serbia was not pressing its case through the use of arms, directly or in the form of paramilitary groups, but through institutions like the International Court of Justice, which will rule on the manner in which Kosovo declared independence. But the stakes are different, with vastly improved relations with the European Union and an end to Serbia’s isolation on the line.
Mr. Jeremic is at pains to explain to Western audiences that Serbia’s reputation from the Milosevic years had overshadowed the reality that it is now a democracy, and one whose voters twice chose pro-Western candidates in the presidential and parliamentary elections in 2008 — despite the inflamed nationalist sentiment in the wake of Kosovo’s secession.
He was appointed foreign minister at 31, too young and inexperienced in the eyes of many Serbs to be trusted with their most important national issue — the impending secession of Kosovo. Yet, he has fought hard for Kosovo, lobbying governments around the world against recognizing its independence and becoming along the way one of Serbia’s most popular politicians.
Mr. Jeremic’s stridency on Kosovo has led his opponents to charge that he was a closet nationalist, talking one line when he was abroad and quite a different one at home in the Balkans. “Personally, I don’t think I’m a nationalist,” he said. “I’m half Bosnian and half Serb.”
Mr. Jeremic’s great-grandfather on his mother’s side was Nurija Pozderac, a prominent Muslim politician before World War II who joined Tito’s Partisans to fight the Nazis and was killed in 1943. His paternal grandfather was an officer in the king’s army and spent much of the war as a prisoner at Dachau. Once he was liberated by the Allies, he returned to Serbia on foot, Mr. Jeremic said.
HE described a normal childhood in Belgrade, including a close relationship with his psychology teacher, Mr. Tadic. But his father, who worked for the state-owned oil company, and his mother went into exile after running afoul of the regime, and Mr. Jeremic finished high school in London before moving on to Cambridge, where he studied theoretical physics.
His time at Cambridge, which coincided with the war in Bosnia, helped him to understand Serbia’s image abroad in a very personal way. “It was hard to explain that you come from Serbia and you’re not a children-eating radical,” said Mr. Jeremic, who had family members fighting on both sides of the war in Bosnia.
Mr. Jeremic opposed the regime of Mr. Milosevic and was a founder of the Organization of Serbian Students Abroad in 1997, but it was during the NATO bombing of Serbia that he hardened his resolve to work for his country. He said he had high school friends who were also opposed to Mr. Milosevic’s reign but were called up for compulsory army service at the time of the airstrikes in 1999. Once they were wearing their uniforms, they were “legitimate targets,” as he put it ruefully, and some were killed.
He recalled thinking at the time: “This regime, this government, this guy, Slobodan Milosevic, he has to be removed, because he’s going to get us all buried. If he stays, he’s going to get us all buried.”
Mr. Jeremic traveled to Serbia to support the student movement there, known as Otpor, the Serbian word for resistance. After Mr. Milosevic’s ouster Mr. Jeremic followed Mr. Tadic through a succession of ministries as an adviser, taking a break for a degree from Harvard’s Kennedy School of Government, before himself becoming foreign minister.
With Serbia’s scant resources and tattered public image, his options for fighting the diplomatic might of countries supporting Kosovo, like the United States, Germany and Britain, seemed limited. But Mr. Jeremic, who still looks and sounds a bit like an overachieving college class president, turned himself into a one-man road show, traveling to 90 countries in the two years since becoming foreign minister. Last year alone he spent 700 hours in the air, or roughly 29 days, much of that in a 30-year-old French-built Falcon 50 jet that was bought for Tito.
MR. JEREMIC sees his age, which many consider a weakness, as one of his assets. “When you’re young, and when you come and they see you for the first time, a lot of them are just kind of surprised. They say, ‘Who’s this kid?’
“That’s actually a good thing because it opens up their minds. They’re curious. They want to hear what you have to say to them because you’re different,” he said. An afternoon with Mr. Jeremic, whose wife, Natasa Lekic, is a news anchor on Serbian public television, is a pleasant but intense experience, not complete without a glass of Serbian Carigrad red wine and a stream of articulate defenses of the country’s claim to Kosovo.
Smoking a cigar and sipping his wine, Mr. Jeremic refused to say what Serbia would demand if it managed to force Kosovo back to the negotiating table by winning its case before the International Court of Justice. He insisted that the mistake the United States and its allies made before Kosovo’s declaration was dictating rather than discussing terms.
Their other big mistake, he said, was expecting Serbia simply to acquiesce to the loss of the province, cowed in the face of American and Western European recognition for Kosovo. “This energy we invested, you know, in going around the world, has surprised a lot of people,” Mr. Jeremic said. “A lot of people didn’t expect us to dare to try.”

Uomini di buona volontà e altri meno

Le cronache balcaniche di inizio anno ci consegnano un nuovo Presidente in Croazia (il terzo nella storia della giovane repubblica) e precisamente Ivo Josipovic, esponente del partito socialdemocratico SDP che ha stracciato il suo diretto concorrente, il pirotecnico sindaco di Zagabria Milan Bandic (anch'egli esponente dello stesso partito fino a poco tempo fa, poi convertitosi al populismo per non essere stato scelto come candidato alla presidenza della repubblica).

Netto il responso delle urne: le schede deposte nelle 8363 sezioni elettorali hanno visto una buona affermazione per Josipovic, che ha raccolto oltre il 60% dei voti.

Priorità del nuovo Presidente saranno un'accelerazione nel processo di ingresso nell'Unione Europea di Zagabria e nuovi rapporti - improntati alla collaborazione - con le vicine Serbia e Slovenia.

Passiamo alla Serbia, il cui Presidente Tadic, in visita ufficiale a Banja Luka "capitale" della Repubblica Serba di Bosnia ha pronunciato un discorso coraggioso, chiedendo al parlamento dei serbo-bosniaci una risoluzione che riconoscesse i crimini commessi a Srebrenica.

Bravo.

E poi le brutte notizie, e restiamo a Banja Luka.

Il premier della RS Milorad Dodik continua imperterrito nelle sue provocazioni di stampo nazionalistico.

L'ultima boutade di questo piccolo Bossi in salsa bosniaca sarebbe quella di organizzare un referendum a favore del trattato di Dayton ma contro i poteri che lo stesso trattato attribuisce a quel cattivone di Valentin Inzko, alto rappresentante di quella comunità internazionale che in Bosnia si trova impantanata, ostaggio dei tanti Dodik che per non perdere il proprio potere clientelare tengono in ostaggio un Paese che deve superare Dayton, deve superare un sistema che obbliga a dividersi, moltiplica i livelli di potere - rendendoli non gestibili - e continua a premiare coloro i quali (di ogni "etnia") hanno distrutto quel Paese.

Ovviamente Dodik ha nuovamente minacciato la secessione della Srpska dal resto della Bosnia.

Posto che Belgrado a difendere un siffatto personaggio non ci pensa neppure sarebbe auspicabile - esercitando i poteri di Dayton - una sua rapida rimozione dall'ufficio.

Presidenziali, Croazia al ballottaggio con sorpresa (o quasi)

Primo turno delle elezioni per il Presidente della Repubblica in Croazia e risultato (in parte) a sorpresa.

Se sorprende poco l'affermazione del candidato socialista Ivo Josipovic (SDP, grande favorito della vigilia) che si aggiudica quasi il 33% dei consensi (peraltro l'affluenza è stata molto bassa, di poco superiore al 50%) è invece sorprendente l'affermazione di Milan Bandic, eclettico sindaco di Zagabria che fino a qualche mese fa era un elemento di spicco dello stesso partito di Josipovic, salvo poi uscirne polemicamente per non essere stato indicato come candidato alla Presidenza della Repubblica.

Bandic, che ha raccolto il 14,8% dei voti si è avvalso della propria popolarità nella natìa Erzegovina (che è una regione della Bosnia ma è abitata in larga parte da croati) e di una campagna elettorale di stampo quasi nazionalistico, condita da molta demagogia.

In questo modo l'esplosivo Milan ha di fatto tolto voti al partito dell'ex presidente Tudjman, (HDZ Comunità Democratica Croata, il cui candidato Andrija Hebrang ha raccolto poco più del 12%) che al momento - pur esprimendo il primo ministro Jadranka Kosor (dopo le improvvise dimissioni di Sanader) soffre una grave crisi interna e svariate accuse di malgoverno e corruzione (non per niente il motto di Josipovic è stato "giustizia per la Croazia" pravda za Hrvatsku.

Va ricordato che il figlio di Tudjman si è candidato come indipendente ed ha raccolto un misero 4% ma forse ha estromesso proprio il partito del padre dal ballottaggio.

Entrambi i candidati comunque sono schierati per un rapido ingresso di Zagabria nell'Unione Europea, forse Josipovic potrebbe essere considerato un interlocutore migliore per gli altri paesi della regione, Serbia in testa.

Verdetto definitivo rimandato al ballottaggio, in programma il prossimo 10 gennaio.

Serbia is expected to submit its formal application for EU membership todayin the latest move to shed its pariah status after the conflicts that tore apart the former Yugoslavia.
President Boris Tadic will submit the request in Sweden, which holds the 27-member bloc's rotating presidency, joining the queue that includes the former Yugoslav republics of Croatia and Montenegro, as well as Iceland and Turkey.
In an indication of improving ties between Brussels and Belgrade, the EU last week dropped a 20-year-old visa requirement for Serbia, as well as for Montenegro and Macedonia, affecting some 10 million people.
The EU visa requirement remains in place for Bosnia, Kosovo and Albania, but it will be reviewed next year.
Citizens of former Yugoslavia had enjoyed free travel to other European countries in the past, but visa requirements and fees were introduced as the federation disintegrated amid war in 1991. The policy caused much resentment as residents were forced to wait in long queues at EU embassies.
Serbian membership, however, still faces considerable obstacles, not least its glaring failure to arrest Ratko Mladic, the former Bosnian Serb General wanted for genocide by the UN war crimes tribunal.
The ratification of the EU's pre-membership stabilisation and association agreement is on hold because the Netherlands wants to see Mladic first extradited to the Hague tribunal. Tadic, the leading reformist figure in Serbia acknowledged the application was only a start.
"It is a completely different matter whether we will get the candidate status before we complete our co-operation with the Hague tribunal," he said yesterday.
Some analysts say it could take as long as 10 years for Serbia to become a member of the EU and that the visa-free travel regime is compensation for the long wait.
Only one former Yugoslav republic – Slovenia which joined in 2004 – is in the EU. Croatia, which became a member of Nato in April, hopes to conclude its EU entry talks in 2010 and join in 2012. Albania, Macedonia and Montenegro have already applied for membership but have yet to start talks.

After 18 years, rail link between the Serbian and Bosnian capitals reopens
By Vesna Peric Zimonjic In Belgrade

The last time Husein Kratina boarded a train in Belgrade bound for his native Bosnia-Herzegovina was more than 18 years ago. That last trip was made as the wars leading to the disintegration of the former Yugoslavia tore his homeland apart in 1991.
In the icy cold of yesterday morning, the retired Belgrade university professor became one of the first passengers to climb aboard the Belgrade to Sarajevo express, a direct rail link between the two capitals which has only finally reopened after almost two decades of interruption.
Well in his eighties now, Mr Kratina was too excited to say a thing, but his Serbian wife Zora, 75, said she was delighted with the "unique opportunity" to travel with her husband to his native town of Zenica, close to Sarajevo.
"We waited for the right moment to go and this is it," said a beaming Mrs Kratina. "Maybe this is the last chance for us, but it has finally come."
It was nothing much to look at, a rather drab three-carriage train, which departed the Serb capital for the Bosnian capital at 8.15am on the dot, with only 17 passengers on board. Yet for many reasons, it represented more a symbolic re-establishment of ties between the two nations than a real breakthrough in relations between Serbia and Bosnia-Herzegovina.
Belgrade backed Bosnia's Serbs in the cruel conflict that took more than 100,000 lives. The Bosnian Serb army, under the command of the notorious fugitive from justice, Ratko Mladic, mercilessly shelled Sarajevo and kept it under siege from 1992 until 1996. The Bosnian capital lost 10,000 people in the war, more than under the German occupation in the Second World War.
Deep scars have been left in Bosnia and reconciliation has been slow, but there are still many people in Serbia who cherish the memory of pre-war life, frequent visits to Sarajevo and friends who still live there.
"I travelled to Sarajevo by train almost every weekend, as I had many friends there and I loved skiing," Belgrade woman Katarina Malbasic said. "But unlike now, the train had fancy carriages. And it took only five hours to reach Sarajevo."
Today, it takes more than eight hours to reach Sarajevo from Belgrade, as the train crosses two borders, Croatian and Bosnian, running along the old pre-war railway route of more than 500 kilometres.
Parts of the track were blown up or became front lines as an ethnic Serb rebellion cut Croatia in half, and ethnic Serbs, Croats and Muslims fought against each other in Bosnia.
The deep political suspicion among the leaderships of three nations hampered post-war re-connection of the ethnic populations.
Almost all communications were broken by the end of the last century. Telephone lines between Belgrade, Zagreb and Sarajevo were totally cut, as well as postal services, and any form of transport, even air. These communication lines were re-established only after the downfall of Serb President Slobodan Milosevic.
But for many Serbs, such as Belgrade lawyer Branko Rogosic, Sarajevo holds only good memories.
"I served in the [Yugoslav] army in Sarajevo in 1987. I love Sarajevo," Mr Rogosic said as he boarded the train yesterday. "This is really a special event – to travel there again by train, to re-establish the communications. But the train does not look the same as before the war."
Apart from the dilapidated appearance of the carriages, the dining car is modestly furnished. The price could not be faulted however; traditional meals of the region, salads, sandwiches and coffee, are on sale for only one euro. The train ticket for the journey costs €31 (£28).
For the train's engineer Dusan Bosnjakovic, yesterday was a matter of fierce pride.
"I'm proud to take the first train to Sarajevo after so many years," he said. "It's good that links between people are being rebuilt again."

EU unblocks trade part of SAA - EU deblokirala Prelazni sporazum

EU foreign ministers met on Monday in Brussels and decided to unfreeze the interim trade agreement with Serbia.The EU ministers held a meeting with Hague Chief Prosecutor Serge Brammertz, who recently reported to the UN Security Council positively on Serbia’s cooperation with the Tribunal.
Reports earlier in the day said that the Netherlands was asking for continued pressure to be put on Belgrade for completing its obligations to the Hague Tribunal in order for all of the Stabilization and Association Agreement (SAA) between Serbia and the EU to potentially be unfrozen in June 2010, if Brammertz’s report is positive once again at that point. A Swedish official of the EU presidency was quoted as saying earlier in the day that the basis for the implementing of the trade part of the agreement was the fact that the European Commission stated in its October report that Serbia has made a lot of progress in implementing European reforms. Dutch Foreign Minister Maxime Verhagen met with NATO officials on Friday, stating afterwards that the “positive steps of the Serbian government should be supported, while at the same time continuing to put pressure on the Serbia government to continue its cooperation with the Hague Tribunal.” Serbia, meanwhile, has been unilaterally implementing the trade deal since the start of the is year. The interim agreement is part of the SAA, signed between Brussels and Belgrade in the spring of 2008, and immediately suspended.

Šefovi diplomatija Evropske unije danas su u Briselu odlučili da stave na snagu Prelazni trgovinski sporazum sa Srbijom zato što vlasti u Beogradu sprovode ključne evropske reforme i taj trgovinski sporazum, kao i zato što je tužilaštvo Haškog suda zadovoljno saradnjom s Beogradom.

I Tribunali promuovono la Serbia?

Ancora buone notizie da Bruxelles (e da New York) per la Serbia.
Davanti alla Corte Internazionale di Giustizia è iniziato il dibattimento relativo alla legittimità – secondo il diritto internazionale – dell’indipendenza proclamata dal Kosovo l’anno scorso, causa si ricorderà promossa dalla Serbia la quale –pur sapendo che la pronuncia della Corte non sarà vincolante – spera di poter tornare a un tavolo negoziale con la controparte kosovara e può vantare comunque un successo diplomatico indiscutibile, avendo portato dalla propria parte sul punto la maggioranza dell’Assemblea generale delle Nazioni unite.
La decisione è attesa per l’estate.
La vera notizia è però l’ultimo rapporto presentato all’Onu dal Procuratore capo del Tribunale sulla ex Jugoslavia, Serge Brammertz, lo scorso 3 dicembre. Tale rapporto, che è presentato ogni anno rappresenta una sorta di “pagella” agli stati della Regione, il cui esito risulta poi determinante nella strada verso l’integrazione europea. Per la Serbia poi, questo giudizio riveste un’importanza fondamentale, perché l’accordo di preadesione con l’Unione Europea risulta bloccato (“congelato”) dalla volontà di un Governo, quello olandese, insoddisfatto della cooperazione fornita dalle autorità serbe al tribunale.
Ebbene la pagella di quest’anno “promuove” la Serbia, seppure non a pieni voti.
Brammertz sottolinea come la collaborazione serba è migliorata costantemente, e – soprattutto – l’impegno delle autorità serbe nell’individuazione e nella cattura degli ultimi due ricercati per crimini di guerra, Ratko Mladic e Goran Hadzic.
E adesso? Il Consiglio dei Ministri dell’Unione Europea (lo stesso organo che ha abolito Schengen per Serbia, Montenegro e Macedonia) potrebbe sbloccare l’accordo tra Belgrado e Bruxelles, superando il veto olandese.L’incontro è previsto per oggi, noi speriamo in un altro bel regalo di natale.

Oggi sono 18 anni.

E' il compleanno del dolore di Vukovar, una cittadina croata sulle rive del Danubio il cui nome oggi non evoca più nulla ma che - tanto tempo fa - ci aiutò a capire cosa stava accadendo oltre Adriatico.

Era il 18 Novembre del 1991: dopo un assedio barbaro durato tre mesi, le poche migliaia di cittadini sopravvissuti nelle cantine e qualche centinaio di militari si arrendevano all'esercito jugoslavo e alle milizie paramilitari serbe (Arkan e Seselj per capirci), in una città rasa al suolo e completamente isolata da ogni contatto con il mondo esterno.

Ma il loro dramma non era finito: i prigionieri furono giustiziati e gettati in una fossa comune, molti civili (tra cui i feriti ricoverati nell'ospedale di Vukovar, deliberatamente bombardato ogni giorno) ammazzatti sul posto o deportati in Serbia, e in tanti non hanno più fatto ritorno.

Era lo stesso sistema che sarebbe stato poi applicato in Bosnia dagli stessi protagonisti.

Il giornalista Siniša Glavašević, unica voce di Vukovar che arrivasse al mondo in quei tre mesi di inferno, trasmise al momento della resa per radio la sua ultima corrispondenza, prima di essere anch'esso trucidato.

Se Vukovar sta tornando a vivere è anche merito suo, e del coraggio dei suoi cittadini.

"L'immagine di Vukovar alle 22 dell’ ottantasettesimo giorno dell’assedio rimarrà in eterno nella memoria dei testimoni di questo tempo. Dappertutto si sente un forte odore di incendio, di combustione. Camminiamo sui corpi straziati e sulle macerie. Dappertutto c’è vetro, detriti e raccapricciante silenzio. ... Ci auguriamo che i tormenti di Vukovar siano finiti".

L'Aja, via al processo a Karadzic il criminale di guerra vuole boicottarlo

La delegittimazione di un Tribunale Internazionale da parte di un proprio imputato, che ne disconosce a priori la natura di Corte imparziale e ne lamenta la natura politica, è un problema "vecchio" che ancora affligge ogni giurisdizione penale internazionale (che invece è molto giovane).

I tribunali straordinari successivi alla seconda guerra mondiale (Norimberga e Tokio), così come quelli istituiti ad hoc per i crimini commessi in Jugoslavia e in Ruanda, fino a giungere alla Corte Penale Internazionale, istituita a Roma nel 1998, scontano ancora la propria novità, la timidezza (connivenza) degli Stati - gelosi delle proprie prerogative in termini di sovranità, ed esclusività nella punizione dei propri cittadini - e una nuova concezione del diritto internazionale che pur faticando a farsi strada rappresenta una grande conquista delle nostre società.

Che non deve fermarsi davanti a un Karadzic qualsiasi.

Radovan conosce molto di quanto è successo nei terribili anni del conflitto.

Ha il diritto di difendersi, ha il dovere di spiegare quello che è successo.

Lo deve alle vittime, lo deve alla sua gente, che ha già sofferto troppo per causa sua e di altri come lui.

L'AJA - I giudici del Tribunale Penale Internazionale dovranno decidere oggi se procedere con il processo contro l'ex leader dei serbi di Bosnia, Radovan Karadzic. Dopo numerosi tentativi, tutti falliti, di far rinviare la prima udienza, Karadzic ha deciso che non si presenterà in aula, annunciando così il boicottaggio con una lettera al Tribunale. L'assenza mette i giudici davanti ad una scelta difficile, perché non ci sono regole per affrontare una circostanza simile. Radovan Karadzic è considerato, assieme a Ratko Mladic e Slobodan Milosevic, la figura simbolo delle brutalità commesse durante le guerre balcaniche. Incriminato per genocidio e crimini di guerra, era oggetto di una taglia di 5 milioni di dollari messa dal governo degli Stati Uniti. Nato a Petnjica, nel nord del Montenegro da un padre che aveva fatto parte dei Cetnici, il gruppo monarchico jugoslavo che combatteva contro la resistenza partigiana comunista di Tito, si trasferì a Sarajevo, in Bosnia Erzegovina, per studiare di psichiatria. Amante della poesia, si avvicinò allo scrittore nazionalista serbo Dobrica che lo incoraggiò a intraprendere la carriera politica. Nel 1989 fu tra i protagonisti della fondazione in Bosnia Erzegovina del Partito Democratico Serbo (Srpska Demokratska Stranka) che si proponeva di proteggere e rafforzare gli interessi dei Serbi di Bosnia Erzegovina. Il 3 marzo 1992 un referendum cui avevano partecipato solo i Croato-Bosniaci e i Bosniaci Musulmani (mentre era stato boicottato dai Serbi di Bosnia), sancì l'indipendenza della Repubblica dalla Jugoslavia. Poco più di un mese dopo la Bosnia Erzegovina venne riconosciuta dall'Onu come uno stato indipendente e sovrano, ma i Serbi di Bosnia non riconobbero il nuovo stato e proclamarono la nascita nei territori a prevalenza serba della Repubblica Serba (Republika Srpska), di cui Karadzic divenne presidente. E' accusato di aver ordinato la "pulizia etnica" di popolazioni bosniache e croate. La doppia accusa di genocidio che grava nei suoi confronti è collegata a due terribili momenti del conflitto: la strage di Srebrenica e l'assedio di Sarajevo.
Dal 1996 è ricercato per crimini di guerra dal Tribunale Penale Internazionale per i Crimini nella Ex-Jugoslavia. L'Interpol ha emesso contro di lui un mandato per crimini contro l'umanità, la vita e la salute pubblica, genocidio, gravi violazioni delle convenzioni di Ginevra del 1949, omicidio e violazioni delle delle norme e delle convenzioni di guerra. In sua difesa, i suoi sostenitori affermano che non ha colpe più gravi di quelle commesse da altri leader di Paesi in stato di guerra. E' stato arrestato il 21 luglio del 2008 ed estradato all'Aja otto giorni dopo, il 29 luglio. La sua capacità di evadere la cattura per tutti questi anni ha fatto di lui un eroe popolare in alcuni ambienti nazionalisti serbi. Nel 2001 centinaia di suoi sostenitori hanno manifestato in sua difesa nella sua città natale. Nel novembre del 2004 corpi militari britannici fallirono un'operazione militare organizzata per la cattura sua e di altri sospettati. Nel marzo del 2003 la madre, Jovanka, lo invitò pubblicamente a non arrendersi, ma nel 2005 i leader serbo-bosniaci lo invitarono ad arrendersi e meno di un mese fa sua moglie Liljana Zelen si è unita al coro, chiedendogli di consegnarsi.

Nella giornata di ieri la Commissione Europea, nella persona del Commissario Olli Rehn, ha presentato il rapporto annuale sull'allargamento dell'Unione.

Per i paesi dei Balcani le notizie sono buone, si può dire che sono stati promossi, con le eccezioni del Kosovo e in parte della Bosnia.

La Croazia ricomincia a correre spedita verso la Ue, la Macedonia può cominciare i negoziati.
Dal 2010 scompaiono i visti per Serbia, Macedonia e Montenegro subito, per Bosnia e Albania un pò oltre.

Si auspica che l'Unione sblocchi l'accordo di associazione con la Serbia (pare che l'ostruzionismo olandese sia ormai politicamente isolato), si esprime preoccupazione sulla situazione in Kosovo, (carente in materia di stato di diritto, lotta alla criminalità organizzata e rispetto dei diritti delle minoranze) si riscontrano problemi in Bosnia, paese bloccato dall'incapacità della propria classe politica di immaginare un futuro condiviso.

Il processo di allargamento dell'UE: un anno di progressi nei Balcani occidentali e in Turchia
Oggi la Commissione ha adottato la sua strategia annuale sull'allargamento dell'UE. La comunicazione evidenzia i progressi verso l'integrazione europea compiuti nell'ultimo anno dai Balcani occidentali e dalla Turchia malgrado la crisi economica che ha colpito l'intero pianeta e individua le sfide principali che questi paesi dovranno affrontare nei mesi e negli anni a venire. In considerazione dei progressi compiuti, la Commissione ha deciso di raccomandare l'apertura di negoziati con l'ex Repubblica iugoslava di Macedonia. Nel 2010 la liberalizzazione dei visti nei Balcani occidentali progredirà in misura considerevole, segnando un decisivo passo avanti per la regione.
Nel 2009 ricorre il 20° anniversario della caduta del muro di Berlino e il 5° anniversario dell'allargamento dell'UE all'Europa centrale e orientale. La prospettiva di aderire all'UE costituisce tuttora un forte incentivo ad attuare le riforme politiche ed economiche e consolida la pace e la stabilità. È nell'interesse strategico dell'Unione che questo processo non perda mordente, nel rispetto dei principi e delle condizioni convenuti.
L'attuale processo di allargamento dell'UE si svolge nell'ambito di una recessione grave e generalizzata, che ha colpito sia l'Unione sia i paesi interessati dall'allargamento. Le vertenze bilaterali non devono ostacolare il processo di adesione e devono essere risolte dalle parti interessate.
L'ex Repubblica iugoslava di Macedonia ha compiuto notevoli progressi e ha ampiamente realizzato le priorità fondamentali del partenariato di adesione. Ritenendo che il paese soddisfi in misura sufficiente i criteri politici stabiliti dal Consiglio europeo di Copenaghen del 1993 e nell'ambito del processo di stabilizzazione e di associazione, la Commissione ha pertanto deciso di raccomandare l'apertura di negoziati di adesione.
Nel presentare il pacchetto sull'allargamento, il commissario per l'allargamento Olli Rehn ha dichiarato: "La strategia di allargamento che presentiamo oggi dimostra il nostro impegno nei confronti del futuro europeo dei Balcani occidentali e della Turchia. In questo difficile contesto di crisi economica, le domande di adesione dell'Albania e del Montenegro sottolineano il costante potere di attrazione dell'Unione e il nostro ruolo nel promuovere stabilità, sicurezza e prosperità. La candidatura dell'Islanda conferisce una nuova dimensione al nostro programma di allargamento."
L'esenzione dall'obbligo di visto per i cittadini dell'ex Repubblica iugoslava di Macedonia, del Montenegro e della Serbia, che entrerà in vigore all'inizio del 2010, porterà loro vantaggi tangibili. Entro la metà del 2010 la Commissione presenterà proposte per l'Albania e per la Bosnia-Erzegovina, purché questi paesi rispettino le condizioni stabilite.
Riguardo alla Turchia, il commissario Rehn ha inoltre dichiarato:
"La Turchia ha rinnovato il suo impegno a favore delle riforme politiche. I progressi dei suoi negoziati di adesione dipendono da questo impegno, specie per quanto riguarda il consolidamento delle libertà fondamentali e dello Stato di diritto. Ci rallegriamo delle recenti consultazioni su un'importante iniziativa curda, da cui mi auguro scaturiranno azioni concrete a favore dei diritti di tutti i turchi."
"Considero incoraggianti i passi storici che la Turchia e l'Armenia hanno appena compiuto per normalizzare le loro relazioni e mi auguro che questo processo porti appena possibile a una normalizzazione totale."
La Croazia ha registrato buoni progressi in termini di conformità con i parametri stabiliti nei negoziati di adesione e i negoziati sono formalmente ripresi dopo l'accordo politico tra Slovenia e Croazia sulla gestione della questione frontaliera. La Croazia deve portare avanti il programma di riforme, in particolare per quanto riguarda il riordino del sistema giudiziario e della pubblica amministrazione, la lotta alla corruzione e alla criminalità organizzata e i diritti delle minoranze. Se la Croazia soddisferà in tempo tutti i parametri restanti, i negoziati di adesione potrebbero concludersi l'anno prossimo.
Il Montenegro ha chiesto di aderire all'UE nel dicembre 2008 e la Commissione sta preparando un parere, come richiesto dal Consiglio. Le elezioni politiche hanno rispettato quasi tutti gli standard internazionali. Il rafforzamento della capacità amministrativa e il consolidamento dello Stato di diritto rimangono obiettivi prioritari.
L'Albania ha chiesto di aderire all'UE in aprile. La Commissione è pronta a elaborare il suo parere non appena il Consiglio glielo chiederà. Le elezioni politiche hanno rispettato la maggior parte degli standard internazionali. Il consolidamento dello Stato di diritto e il buon funzionamento delle istituzioni statali rimangono obiettivi prioritari.
La Bosnia-Erzegovina deve urgentemente accelerare le riforme fondamentali. Per il futuro europeo del paese è necessario che i dirigenti adottino una strategia condivisa sulla direzione globale del paese e manifestino la volontà politica di rispettare i requisiti per l'integrazione europea e le condizioni stabilite per la chiusura dell'OHR.
La Serbia ha dimostrato il suo impegno ad avvicinarsi all'UE costituendo un track record di applicazione delle disposizioni dell'accordo interinale con l'UE e intraprendendo riforme fondamentali. Vista la costante cooperazione con l'ICTY, la Commissione ritiene che l'accordo interinale debba ora essere applicato dall'UE. La Serbia deve dimostrare un atteggiamento più costruttivo riguardo alle questioni inerenti al Kosovo.
In Kosovo[1], la stabilità si è mantenuta, ma rimane fragile. La missione UE per lo Stato di diritto EULEX è stata estesa a tutto il paese ed è pienamente operativa. Il Kosovo deve tuttavia affrontare notevoli sfide, anche per quanto riguarda la garanzia dello Stato di diritto, la lotta contro la corruzione e la criminalità organizzata, il rafforzamento della capacità amministrativa e la protezione dei serbi e delle altre minoranze.
In un documento separato, la Commissione propone di avvicinare all'UE i cittadini kosovari, anche tramite un dialogo sui visti nella prospettiva di un'eventuale liberalizzazione del regime dei visti quando saranno state intraprese le riforme necessarie e risulteranno soddisfatte le condizioni fissate.
La Commissione propone altresì di estendere il regime commerciale preferenziale ("misure commerciali autonome") attualmente applicato al Kosovo e, quando il Kosovo si sarà conformato alle condizioni previste, proporrà direttive di negoziato per un accordo commerciale.

La furia omicida degli hooligans insanguina ancora i Balcani.

Questa volta il teatro della violenza è la Bosnia, precisamente il paese di Široki Brijeg.

In occasione di una partita di calcio(Brijeg - Sarajevo) gli ultras delle due fazioni danno vita ad una vera guerriglia urbana: rimane sul terreno il giovane tifoso del Sarajevo Vedran Puljić, colpito a morte da una pietra.

A difesa di Belgrado, con la mente e con il cuore

Sono giorni di sofferenza per chi ama Belgrado.

La capitale serba (e di riflesso tutto il Paese) sono tornate al centro dell'attenzione per una serie di gravi episodi di violenza, soprattutto a danni di stranieri. In seguito a uno di questi attacchi indiscriminati ha perso la vita un giovane tifoso francese, il ventottenne Brice Taton, "colpevole" di aver assistito ad una partita di calcio della sua squadra del cuore in una terra straniera.

Nei giorni successivi gli attacchi si sono ripetuti, e alla fine la minaccia squadrista degli hooligans (perchè questi gruppi di giovani violenti sono organizzati all'interno delle tifoserie calcistiche o dei partiti politici estremisti) ha umiliato lo Stato cancellando il gay pride.

Si tratta di un brutto momento, per certi aspetti drammatico ma ritengo opportuno (di più sento il dovere) puntualizzare alcune cose.

Io a Belgrado vado da una vita, e lo faccio spesso (mai quanto vorrei).

Sono stato nella città bianca in tanti momenti che - per uno straniero - avrebbero potuto essere considerati "sensibili" (l'inizio del processo a Milosevic, l'indipendenza del Kosovo) e mai ho avuto problemi.

Sono stato allo stadio a vedere la mia Stella Rossa, ero l'unico italiano in mezzo a migliaia di tifosi, gli avversari erano italiani (il Milan), la partita era sentita ma non è successo nulla.

Chi va a Belgrado non può non innamorarsi delle persone, della loro gentilezza, della loro disponibilità.

E non può esimersi da salutari passeggiate notturne, in una città silenziosa e incredibilmente priva di traffico, che trasmette una sensazione di sicurezza - quasi domestica- che non ho mai sentito in nessun altro posto al mondo, neanche nel mio quartiere a Torino.

Belgrado non è il Bronx: oggi e domani saranno in tanti a Trg Republike; porteranno fiori, porteranno candele, porteranno orgoglio, amore e rabbia.

Guardateli bene quando passeranno, e non scordateveli, perchè Belgrado sono loro.

Websites using the .yu domain extension will cease to be available online from 30 September.

The extension - assigned to the former Republic of Yugoslavia - has been replaced by .rs (for Serbia) and .me (for Montenegro).

Icann - which oversees the assigning of top-level domain names - allowed extra time for sites to make the transition before removing the .yu extension.

It is thought up to 4,000 websites have still not migrated to a new domain.

However, the Serbian National Register of Internet Domain Names has requested a postponement of several months; The Internet Corporation for Assigned Names and Numbers (Icann) is meeting to consider the request.

Icann removed the .yu extension from their list of approved country domain names in 2006.

The former Republic of Yugoslavia was renamed Serbia and Montenegro in 2003, although Montenegro subsequently broke from the union in 2006.

Icann says the .rs and .me extensions are now the appropriate domain names as the Republic of Yugoslavia no longer exists.

Established in 1989, the .yu domain was first assigned to the Socialist Federal Republic of Yugoslavia.

With the break-up of the Socialist Republic at the start of the Balkan wars, the .yu domain was held by newly independent Slovenia but was eventually passed on to the Federal Republic of Yugoslavia in 1994.

Since then, it has been managed by the Yugoslav Domain Registry at the University of Belgrade.

Sindaco ma che dice?

Oggi parliamo del simpatico Željko Kerum, sindaco della città di Spalato.
Questo brillante politico domenica scorsa, durante un'intervista con la televisione di stato croata HRT 2 ha rilasciato una serie di lucidissime dichiarazioni anti serbe ("serbi e montenegrini hannno fatto solo danni, a casa mia non li farei entrare, non auspico investimenti economici serbi" eccetera eccetera).
Il povero sindaco, travolto dalle polemiche (le diplomazie serba e montenegrina hanno protestato, il ministero degli esteri di Zagabria si è dissociato, sono partite varie denunce), si è poi scusato dicendo che davanti alle telecamere prova forte disagio.
Segnalo un commento preso da B92: "Non ha senso punirlo. Ci ha già pensato la natura...".
La vecchia ironia balcanica non ci delude mai.

Serbia senza pride

Così alla fine non se ne fece nulla.

Parliamo del Gay Pride, la manifestazione che sarebbe dovuta avvenire ieri nel centro di Belgrado.

Da giorni il tema monopolizzava l'attenzione della stampa, dell'opinione pubblica e del mondo politico.

Secondo uno schema purtroppo simile a quello italiano, i partiti progressisti appoggiavano la manifestazione, che era invece avversata e addirittura minacciata senza mezzi termini dai partiti di destra, dai movimenti nazionalisti e neonazisti e dalla chiesa ortodossa.

E alla fine hanno vinto questi ultimi.

Ancora una volta la Serbia (come già capita negli altri Stati della regione) si è fatta mettere sotto scacco da una minoranza violenta e reazionaria (per intenderci, gli stessi delinquenti che hanno devastato il centro di Belgrado dopo la dichiarazione di indipendenza del Kosovo).

Il ministro dell'interno Dacic ha dichiarato che non potevano essere garantite adeguate condizioni di sicurezza alla manifestazione, proponendo agli organizzatori di spostarla in periferia. Ovvio il successivo rifiuto di questi ultimi.

Quindi lo stato ha ammesso di non essere in grado di tutelare nemmeno una manifestazione pubblica, e questo è imbarazzante.

La manifestazione aveva anche ricevuto l'investitura della Presidenza di turno (svedese) dell'Unione Europea che aveva rilasciato la seguente dichiarazione:

"The Parliament of Serbia this year adopted an Anti-discrimination law providing protection against discrimination on a number of grounds, including sexual orientation and gender identity.In its capacity as EU Presidency, Sweden welcomes the adoption of this law as well as the commitment of the Government of Serbia to the protection of all people, regardless of their sexual orientation or gender identity. The Presidency also welcomes the clear commitment of the Serbian Government to ensure the LGBT people’s right to freedom of assembly and expression and in particular its intent to secure the necessary protection of 2009 Belgrade Pride. The Presidency underlines the importance of the continued support for – and solidarity with – the LGBT people in Serbia. All over the world, many individuals are continuously discriminated against, overtly and systematically, based on their sexual orientation and gender identity often with impunity. Any discrimination on the grounds of sexual orientation and gender identity must be condemned and rejected as being incompatible with the basic principles and values on which the EU is founded: equal opportunities and human rights. Every individual is entitled to the rights and freedoms set forth in the Universal Declaration of Human Rights, without distinction of any kind. It is the very essence of European values".

Un'altra occasione di dimostrare che c'è una Serbia moderna democratica ed europea è stata perduta, e questo è sicuramente il rimpianto principale.

Meeting of SFRY successor states

A two-day meeting of the representatives of ex-Yugoslavia’s successor states will kick off today in Belgrade.

This meeting of successors, aimed at the discussing the issues relating the SFRY’s inheritance, comes two years after the last meeting held in 2007 in Slovenia.

The agenda includes execution of the agreement on inheritance in all its dimensions, Slovenian high representative for succession Rudi Gabrovec told Ljubljana’s STA agency, adding that the meeting is envisaged to make clear “the progress achieved and identify the challenges that need addressing.”

According to the announcements, the representatives of ex-Yugoslavia successor countries will discuss the agreement on inheritance and all its annexes, including those referring to military property, cultural heritage, allotment of the diplomatic and consular offices, division of uncontested obligations toward the United Nations as well as the issue of mixed banks and state archives.

Italian flag with provocative content raised in Rijeka

Police are searching for whoever raised an Italian flag with provocative content on 'Trg Rijecke rezolucije' (Rijeka resolution square) in Rijeka last night (Sun/Mon).The flag, raised on the official flagstaff for the city flag bears a comment in Italian: "We will come back to Istria, Rijeka and Dalmatia."After removing the flag, police also found leaflets saying: "Viva Italian Rijeka- viva Arditi- 1919 – 2009."Arditi was the name of Italian Army elite storm troops during World War I.The name Arditi was also used by the supporters (often war veterans) of Italian poet Gabriele D'Annunzio during his occupation of Rijeka in 1919-20. Their use of a uniform with a black shirt and a black fez was taken up by Benito Mussolini and his supporters. The word Arditi then became a synonym for fascist activists.Hina news agency has reported that Croatian MP Furio Radin has condemned the flag-raising, saying it was obviously a provocation by someone who wanted to disturb good relations between Italian and Croatia, especially at a time when Croatia was engaged in EU accession negotiations.Radin added: "That it happened on the anniversary of D'Annunzio’s occupation of Rijeka on 12 September is the link between the present and 90 years ago."

Na jarbolu za zastave na Trgu Riječke rezolucije, koji se nalazi u strogom središtu Rijeke, danas je bila podignuta talijanska državna zastava kojoj, inače, tamo, prema propisima, nije mjesto. Podno jarbola, po podu je bilo razbacano više manjih papirnatih zastava Italije i letaka s natpisima “Viva gli Arditi” (“Živjeli Arditi, sljedbenici Gabriela D”Annunzia, poznati i kao crnokošuljaši, nap.a.”) i “Viva Fiume d’Italia” (“Živjela talijanska Rijeka”).

Nakon dojave građana, oko 11 sati, zastave i letke uklonili su riječki komunalni redari, a policajci su napravili uviđaj. Letaka s iredentističkim porukama po podu, tvrde svjedoci, bilo je i u subotu, no priznaju da im nisu obraćali preveliku pozornost, već su ih doživjeli kao neslanu šalu.
Gradonačelnik Vojko Obersnel:Ova glupost i nije toliko bezazlena. Nekome se očito neke ludosti iz prošlosti još motaju po glaviMeđutim, dijelu Riječana takva se “šala” ni najmanje nije svidjela, a i policija je ovu provokaciju shvatila ozbiljno. Kako ističu u Operativno-komunikacijskom centru Policijske uprave primorsko-goranske, počinitelj je za sada nepoznat i za njim se traga. Pretpostavlja se da je iredentističkim porukama i zastavama provokator želio obilježiti jednu godišnjicu koja pada na 12. rujna.Naime, tog je datuma prije točno 90 godina u Rijeku sa svojim trupama ušetao notorni Gabrielo d’Annunzio, osvojio grad i uspostavio vlastitu Slobodnu državu Rijeka koja nije dugo potrajala. D’Annunzija smatraju začetnikom fašizma, duhovnim ocem Benita Mussolinija, začetnikom prakse prisilnog zatvaranja političkih protivnika te njihovog mučenja i ubijanja, a njegovi Arditi koji se “slave” na letku, poznati po svojoj okrutnosti, bili su “alat” za krvave političke obračune. Iredentističku provokaciju osudio je i riječki gradonačelnik Vojko Obersnel. - Što drugo reći nego da je to glupost koja i nije toliko bezazlena i da se nekome očito neke ludosti iz prošlosti još motaju po glavi. Dio odgovornosti svakako snose i oni koji D’Annunzija pokušavaju prikazati kao simpatičnog pjesnika koji je Rijeci donio liberalan način života - istaknuo je riječki gradonačelnik.

Una bandiera italiana con scritte irredentiste è stata innalzata sabato notte da ignoti in una delle piazze centrali della città croata di Rijeka (Fiume), nel nord Adriatico. A dare la notizia è stata la televisione pubblica croata Hrt, che ha dedicato al fatto l’apertura dell’edizione serale del telegiornale. Dopo la segnalazione di alcuni passanti la polizia locale ha provveduto a togliere il tricolore italiano sul quale, tra l’altro, era stato scritto: «Torneremo in Istria, a Fiume e in Dalmazia». Nelle vicinanze sono stati trovati dei volantini con la scritta: «Viva Fiume italiana!» Si suppone che con questo atto eclatante qualcuno abbia voluto commemorare il 90° anniversario dell’occupazione della città delle truppe di Gabriele D’Annunzio. Era infatti il 12 settembre 1919 quando la legione degli “Arditi“, 2500 nazionalisti ed ex combattenti italiani guidati dal celebre poeta, occupò la città e proclamò la Reggenza Italiana del Carnaro, successivamente annessa al Regno d’Italia. Il rappresentate della minoranza nazionale italiana al parlamento croato, Furio Radin, ha espresso la sua condanna dell’atto definendolo «una provocazione diretta contro la Croazia, ma anche contro l’Italia e i rapporti di buon vicinato tra i due Paesi amici». La stessa emittente Hrt ha riferito che la polizia ha aperto un’indagine.

Ден на независноста на Република Македонија

Oggi ricorre l'anniversario del referendum che nel 1991 ha sancito l'indipendenza della Macedonia dalla Federazione Jugoslava.
L'indipendenza sarebbe stata riconosciuta dalla comunità internazionale solo due anni più tardi (soprattutto per l'opposizione da parte greca, ancora oggi molto marcata).
Il nuovo Stato è riuscito comunque a non essere coinvolto nei conflitti susseguitisi al collasso della Jugoslavia, grazie (anche) ad un forte appoggio americano (gli States inviarono subito un contingente militare).
I problemi sono ancora tanti, la presenza di due comunità etniche contrapposte rende la realtà sociale ancora molto delicata, ma la Macedonia guarda oggi all'Europa (già da fine anno sarà abolito il sistema dei visti), auspica una adesione rapida e vuole esistere in pace e con il suo nome che è Macedonia (e qui sopra non ne leggerete mai altri).

RIM -- Ministri spoljnih poslova Italije i Srbije, Franko Fratini i Vuk Jeremić, najavili su da će 13. novembra u Rimu biti održan prvi međuvladin samit dveju zemalja.
Samitu će prisustvovati i predsednik Srbije Boris Tadić i premijer Italije Silvio Berluskoni, a tada će biti potpisan sporazum o sveobuhvatnom partnerstvu.Jeremić je potvrdio da je strateški prioritet Vlade članstvo Srbije u Evropskoj uniji, dok je Fratini izjavio da se nada da će Srbija do kraja ove godine podneti zahtev za dobijanje statusa kandidatata za članstvo u EU.

The debate was included in the agenda of EP's coming session in Strasbourg - which was due to take place on Sept. 14-17. However, an error has been made in its preparation - Bosnia &Herzegovina was listed instead of Montenegro.

Nevertheless, this doesn't mean that MEPs oppose the abolition of visas for FYRMacedonia, Serbia and Montenegro, the newspaper reports.

This administrative error, despite being bizarre, could open an opportunity for BiH to be included in the list of countries eligible for visa-free regime unless it meets the required conditions, sources from Brussels told the newspaper.

Qual è lo stato reale dei rapporti fra i vari Stati che hanno preso vita dalla dissoluzione della vecchia Jugoslavia?
Le cronache tendono sempre a riportare gli episodi (purtroppo ancora numerosi sebbene spesso marginali) indici di quella che sembrerebbe una conflittualità politica permanente, incapace di superare – anche solo a livello mentale ed emozionale - il conflitto degli anni novanta e di programmare forme di cooperazione e di mutua assistenza anche in considerazione del fatto che – seppur fortemente ridimensionata dai conflitti – la presenza nei vari Stati di forti minoranze appartenenti ad altre famiglie della vecchia Federazione rimane un dato attuale e politicamente significativo.
Chi scrive nota che da qualche anno è in corso una significativa inversione di tendenza: pur nella difficoltà di rapporti politici segnati dalla eccessiva influenza del nazionalismo in tutte le realtà politiche postjugoslave (si pensi alle stucchevoli polemiche confinarie fra Zagabria e Lubiana, o allo stallo della situazione politica in Bosnia Erzegovina) si assiste ad un forte incremento e a una ripresa dei rapporti economici e commerciali fra le vecchie repubbliche, cominciata "dal basso" ovvero dagli attori economici che in prima persona – e spesso nell’ostilità del proprio nuovo contesto “nazionale”- sono andati a riscoprire il vecchio mercato e la vecchia clientela in un paese magari percepito ancora come un nemico.
Il processo, naturale e conveniente, sta finalmente trovando un riconoscimento a livello istituzionale, attraverso forme di collaborazione virtuosa fra vecchi nemici che hanno portato a risultati clamorosi (come l’arresto del capo dei capi della mafia balcanica Sreten Jocic meglio noto come “Joca Amsterdam” nello scorso mese di Aprile) e rappresentano una necessità di fronte ad un’Europa destinata ad accogliere (in tempi non eccessivamente brevi data la pochezza politica delle leadership europee) tutti i territori un tempo riuniti sotto il tricolore titino in un mercato troppo competitivo per le aziende postjugoslave, che mai come ora devono recuperare una dimensione almeno regionale (che poi era la dimensione domestica fino al 1991) così da competere – o almeno sopravvivere - nel mercato comune europeo.
Il fenomeno si diceva non è solo economico, ma anzi ha i suoi aspetti più curiosi nei rapporti individuali e collettivi tra (ex) concittadini: vi è già nei fatti una comunità di quasi trenta milioni di individui che parlano la stessa lingua (con differenze marginali), ascolta la stessa musica, mangia lo stesso cibo, condivide una giovinezza e valori comuni e non ha più paura ad ammetterlo.
Oggi è normale vedere manifesti dell’ente croato per il turismo nel pieno centro di Belgrado invitare i cittadini serbi a tornare nei luoghi di villeggiatura di una vita, così come vedere ragazzi croati che impazziscono per la musica turbo folk serba (tradizionalmente un simbolo nazionalista molto forte).
Parlo di tutto questo per segnalare un bel pezzo dell’Economist (dal titolo “Entering the Yugosphere”) che dice più o meno le stesse cose e rivela un fenomeno che – assieme a tanti altri “balcanisti” – avevamo già registrato da tempo ma che va incoraggiato e consolidato.
Non per rifare uno Stato già definitivamente consegnato alla memoria storica (seppur debitore di una riflessione approfondita sulle cause che ne hanno determinato la scomparsa violenta), ma per restituire competitività economica a un sistema regionale e solidarietà di intenti a popolazioni troppo simili per essere davvero diverse, ansiose di lasciarsi definitivamente alle spalle la pazzia criminale che le ha costrette a dilaniarsi fra loro.
Non nascerà una nuova Jugoslavia è ovvio, ma – come sostiene l’Economist – la Jugosfera è già realtà, e in tanti ne siamo davvero compiaciuti.

E' notizia di ieri che il Governo croato, alle prese con una situazione economica sempre più difficile e con le casse statali quasi vuote, avrebbe deciso di vendere parte del proprio patrimonio.

Fra i beni destinati a finire sul mercato si trova anche l'arcipelago di Brioni (http://www.brijuni.hr/it/Home.aspx?PageID=117), un vero paradiso terrestre divenuto nel secolo scorso la sede di incontri politici (formali e informali) di altissimo livello.

Chissà se Tito ha avuto l'idea di fondare il movimento dei non allineati proprio a Brioni, contemplando quel mare e quella natura belli da togliere il fiato, e chissà cosa penserebbe di questa idea di (s)vendita statale: un miliardo di euro, e l'arcipelago chiavi in mano cambia proprietà.

E chissà cosa ne penserà Koki, il pappagallo di Tito: lui (ultracinquantenne) a Brioni ci abita ancora, e di finire nelle mani di qualche miliardario ignorante non ne ha molta voglia.

— So let's get this straight. A guy in the raspberry business from western Serbia smashes and grabs his way through a heist eight time zones away in Tokyo and scoots off past shopping centers and sushi bars with a $31-million necklace known as the Countess of Vendome.It happens.Djordjije Rasovic graced arrest warrants, a thief with brazen nerves, part of an international Balkan crime gang known as the Pink Panthers. He and one of his accomplices, Snowy, another name too whimsical for the harsh impulses of the former Yugoslavia, brought a bit of high jinks to a land haunted by war criminals and atrocities.The Panthers, a collection of 150 to 200 Balkan bad guys and a few women, have stolen about $140 million in jewelry and watches over the last decade from 100 luxury shops around the world, including boutiques in Paris, London, Monaco and Dubai. They come in rough, swinging hammers and axes, shattering glass, flashing semiautomatic pistols and an occasional grenade, and vanishing with gems in satchels lined with toilet paper to prevent scratching.They're untailored and uncoiffed, preferring black leather jackets and ball caps to cashmere and cuff links, a kind of "Ocean's 11" minus the panache. But they're disciplined and fluent in many languages, and they strike with precision. Their heists usually clock in at 90 seconds, and when one of them gets arrested, like, say, Rasovic, another takes his place in an organization that has grown wiser since the early days, when its members were so brash they didn't bother to conceal their faces."They've become more than pure criminals, they're heroes," said Dragan Ilic, a morning radio talk show host in Belgrade, the Serbian capital. "They're violent but they haven't killed anyone. It's as if they're saying, 'We can beat the technologically superior West with our raw power and intelligence.' They're feeding the Western myth of the dark, tribal Balkans -- these criminals coming from those wars and woods."Panther lore has crept into chat rooms and elsewhere in cyberspace. One of them skied in the French Alps before knocking off a nearby jewelry store; others case shops for months, buying watches and trinkets and befriending managers.On the website of Blic, a popular Serbian tabloid, a man giving his name as Markus wrote: "I hope somebody from the Pink Panthers corporation reads this message and invites me to join their team. You have become myth and you're still alive. I'm crossing my fingers for you. I hope you rob the U.S. Federal Reserve."The Panthers lead hidden lives among Europe's Balkan diaspora of refugees, former paramilitary fighters, opportunists and laborers who watched Yugoslavia splinter throughout the 1990s. Working in hospitals, bars and restaurants, they're summoned by messages to join comrades and hatch robberies on streets that glow with designer names.Some law enforcement officials suggest the Panthers work for the Italian or Russian mafias; others say they're an independent syndicate whose money is sent to the Balkans to buy real estate.They've become so proficient that they've inspired copycats, and the aura of the Pink Panthers lingers around crime scenes like the infectious theme from the 1963 movie that is their namesake. Scotland Yard came up with the nickname after police found a blue diamond ring worth hundreds of thousands of dollars in a jar of face cream -- similar to a scene from "The Pink Panther." Peter Sellers' Inspector Clouseau would be stymied by the likes of Dragan Mikic, a former soldier, taxi driver, used-car salesman and business manager who, with two accomplices, headed for the Courchevel ski resort in France and walked into the Doux jewelry store at 11:30 a.m. on Jan. 31, 2003. Dressed like tourists and brandishing fake guns, the thieves made off with jewelry valued at several million dollars. Mikic was arrested the next day after a clerk identified him while he was buying a train ticket with a 500-euro note. Described as one of the group's masterminds, Mikic rarely goes quietly to his cell. In 2003, he escaped from a French courthouse. He was captured, but two years later he was sprung from prison when fellow Panthers fired Kalashnikov rifles at guard towers while he hustled down a ladder. In 2008, he was convicted and sentenced in absentia for the Courchevel robbery and heists in Saint-Tropez, Cannes and Biarritz. "It's audacity," said Monaco criminal investigation chief Andre Muhlberger. "Difficulty doesn't stop them. . . . When you've lived through the atrocities of war, and especially a civil war, you don't have the same fears as you or me."Most of the Pink Panthers are Serbs, and most of them come from the city of Nis, an amalgam of block-style buildings and flaking Ottoman-era facades rising from farm fields at the foot of a mountain. Former Yugoslav President Slobodan Milosevic's warped nationalism resonated in Nis for years, but wars and sanctions hobbled the town's big employers -- TV manufacturers and the textile and metal industries -- and Serbia's third-largest city quickly became less enchanted with "Slobo."Night in downtown Nis these days is forlorn in the way of a traveling carnival: lights, but no splendor; a gritty whirl of cafes and the scent of popcorn sold in paper bags."We in Nis used to be fashionable. We copied Italian fashion and spent holidays in Spain," said a cafe owner who, fearing retribution, asked not to be named. "But once the wars started and the borders closed, we were lost to the outside world and all we could do was copy Belgrade. So we turned to turbo-folk music, guns and the chic of the criminal class."The names from Nis on Interpol warrants are tongue-twisters for the cops pursuing them: Mladen Lazarevic and Milan Ljepoja, wanted for heists in Dubai and Liechtenstein; Milos Jovanovic, wanted in Liechtenstein; Bojana Mitic, a woman whose mug shot, long hair framing her face, suggests a Bonnie linked to a bunch of Clydes. Her cellphone, police say, is full of interesting numbers. She's wanted in a $3-million Dubai robbery captured on video that shows two sedans squealing over broken glass. It's a forbidden glamour the Balkans have long relished. "They're creating chaos. It's not something I would do, but they're rocking," said Marko Petrovic, a university student studying environmental protection who, on a recent night, strolled through Nis with enough money to buy a drink for himself but not for a girl, if he met one. "They're the main topic in coffee shops. Everybody talks about them. Some of them are from Nis. What they're doing is stunning, amazing and awesome."The Balkans have a history of spawning international thieves, who often collaborate despite ethnic animosities between Serb, Croat and Muslim. Some were assassins tied to Yugoslavia's secret security forces. Throughout wars and sanctions, the country relied on corruption and smuggling as criminals and politicians -- sometimes one and the same -- negotiated deals over plum brandy and cigars.One of the best-known outlaws was Zeljko Raznatovic, a Montenegrin Serb known as Arkan who, before he became a paramilitary commander with a penchant for war crimes, was wanted across the continent for robbery, murder and escaping a number of European prisons. Arkan embodied Serb nationalism, once kept a tiger as his mascot and was gunned down in the lobby of a Belgrade luxury hotel -- a messy end to a combustible man.The Pink Panthers are the next wave. Police say some members of the group fought in the Balkan wars. The coterie from Nis would have memories of NATO bombing and Serb refugees fleeing Kosovo, but officials say today's Panthers are infused with less patriotic fervor than Arkan was, though they share his brashness, cunning and fondness for making mischief in foreign lands. "The 1990s were an ideal time for creating criminals in the Balkans," said Dobrivoje Radovanovic, a Belgrade criminologist. "There became a breed of world-class criminals. The more aggressive and stupid, however, became war criminals. . . . With the Pink Panthers, the public has fallen for false images and mythology."That power is alluring. Sasa Lukic wrote of his fascination with the Panthers on Blic's website: "I admire such people, who are not like me. I wake every morning at 6 a.m. like a monkey. I'm a welder breathing in exhaust for a salary I spend in two days."At least 10 people, including Zoran Kostic, an alleged ringleader, have been arrested over the last 18 months, mostly in Europe. Gilbert Lafaye, a public prosecutor in Chambery, France, compared the organization's network to a global "spider web. . . . You pull one string, and you find a group of others."That is how, according to police, Rasovic, the raspberry guy, ended up in the Ginza shopping district of Tokyo in 2004 with a forged passport and big ambitions.Police say Rasovic, Snowy (real name: Snezana Panajotovic) and Aleksandar Radulovic had cased the Le Supre-Diamant Couture de Maki store, pretending to be buyers. On the day of the robbery, police say, Snowy waited outside while Rasovic and Radulovic entered the store. One of the robbers distracted a shop assistant; the other sprayed a second salesperson with pepper spray. Glass cases were smashed and the thieves fled with jewels, including the Countess of Vendome necklace, which is studded with 116 diamonds, including a 125-carat oval center stone.Rasovic was sentenced to 6 1/2 years in 2007 for the heist, but he, Snowy and Radulovic have won an appeal for a new trial. Snowy said she knew nothing of the crime and Rasovic testified that he was paid $100,000 to stage a robbery and that "the Japanese are the real thieves," said a Serbian law enforcement official who asked not to be named. Rasovic's defense suggested the robbery was an inside job arranged to collect insurance money.The Serbian official believes the Pink Panthers may be controlled by larger forces: "These criminals are from small provincial towns in Serbia. You need big money for these kinds of crimes, and they aim for the most expensive jewels on the planet. In my opinion, they're pawns and stool pigeons."The Countess of Vendome has not been found.

Don't Forget the Balkans, Again

Noticeably absent from President Obama’s recent jaunt through Europe is any update or attention on the Balkan nations of Croatia, Bosnia and Herzegovina, Serbia, and the fledgling state of Kosovo. This absence is not surprising. The Balkan states, scene to a brutal civil war in the 1990’s, have remained seemingly hidden from international media of late, bar a few exceptions. Now, 14 years after the massacre at Srebrenica, it is time for politicians on both side of the Atlantic to push past the negative stigma of the area and re-examine the Balkans.

The Balkans still confront several large problems. First, corruption remains rampant in nearly every country in the region. Croatia experiences bouts of violence at the hands of a powerful mafia that continues to exert significant control. Among the victims are politicians, journalists, lawyers, and policemen. To speak out against the corruption and the mafia is to face swift repercussions, as the murders of journalist Ivo Pukanic and the daughter of a well-known Croatian lawyer unfortunately demonstrate. Others are on the receiving end, as the pockets of politicians have an odd propensity to suddenly become thicker.

Bosnia and Herzegovina, still divided mostly along ethnic lines, consists of the northern Serbian Republika Srpska and the southern Bosnian/Croatian Bosnia and Herzegovina. The split country faces the same corruption as Croatia, along with continued ethnic tensions from the not-too-distant war. The bifurcation has proved difficult to manage, as the rotating Presidency, shackled by an aging Dayton Agreement, finds itself increasingly unable to effectively tackle the economic and criminal problems plaguing the troubled nation.

Indeed, the High Representative overseeing the troubled country, per the Dayton Accords, recently flexed special powers to revoke controversial ethnically-motivated legislation from the Bosnian Serb legislature. The legislation, which was annulled peacefully, alleged that the southern Bosniak legislature was denying the northern Bosnian Serbs access to some of their rightful powers. Clearly ethnic tensions—once hoped to have been forgotten—still exist.

Meanwhile Serbia, along the same lines, is struggling to come to terms with an independent Kosovo. Although they recently successfully initiated an action in the United Nations to take the matter of Kosovo’s February 2008 Declaration of Independence to the International Court of Justice (ICJ), which will assess the legality of the declaration, the ICJ decision will not be binding. It will, however, have a significant impact on Kosovo’s standing with the international community, many members of which have yet to recognize Kosovo—including several EU member states.

Serbia still needs to extinguish lingering remnants of extreme nationalist political parties and bring the remaining war criminals to justice—a benchmark the EU insists Serbia must pass, and soon, if it is to apply for EU membership in 2009. While Serbia did make progress on this front with the arrest and extradition of Radovan Karadzic in the summer of 2008, other noted figures from the war are still at large, including Ratko Mladic. These figures have achieved almost mythical status as anachronous Serbian heroes still supported by a Serbian population that is highly averse to the ICTY and similar international efforts in the Balkans.

Indeed, Karadzic, wanted in association with the genocide at Srebrenica, lived openly in Belgrade among the Serbian populace for many years, brazenly practicing freely as a doctor of alternative medicine. Karadzic’s extended abeyance of justice suggests even elements of the Serbian political realm are still hesitant to consider the extremist nationalism Karadzic represents as extinct.

A solution, however, is available, and can provide many quick advantages and lessons arguably applicable elsewhere.

First, the EU needs to provide more structural teams and programs, such as the EU's EULEX program in Kosovo, to improve the judiciary and rule of law in each of these countries. The stick, rather than the carrot, might be more efficacious, but either will sufficent as long as the burgeoning Balkan nations are nudged to reform their court systems and crack down on corruption quickly and effectively. If these tactics prove successful, they can quickly be applied to Romania and Bulgaria, two recent EU entrants still plagued by corruption.

Furthermore, these are important lessons that need to be learned not just in Europe, but in the Middle East. Corruption constantly undermines U.S. objectives in Afghanistan and Pakistan, and if EU tactics in the Balkans can prove successful, there might be several similar applications that can be exported and applied to Iraq, Afghanistan, and Pakistan.

Second, the Dayton Agreement urgently needs to be updated. With the EU struggling for consensus on a European response to the economic recession, and the U.S. occupied in the Middle East, were the Balkans to erupt in violence again the results would be disastrous. The EU in particular, here, can put into action its newly created European Security and Defense Policy (ESDP) and work to ease ethnic tensions in the Balkans as a requirement for EU membership for Croatia and Serbia. Preventative diplomacy can be effective when properly planned and implemented, and allowing Balkan sores to fester unaided would be a grievous mistake.

While the negotiations necessary to revamp the agreement would not prove simple by any stretch of the word, a hard-fought diplomatic consensus would generate positive headlines for the EU at a crucial juncture for the divided organization on the eve of the second Irish referendum on the Lisbon treaty. A pipeline dream would be a solution to the thorn in the side of Serbia: Kosovo. Although the legality of Kosovo's declaration of independence is currently under review by the ICJ, further dialogue on the matter would not go unwarranted.

Finally, both the EU and the U.S. need to commit more resources to the region. Programs such as EULEX are a start, providing critical resources, training, and experience to complement an inexperienced and young Kosovar government. If, however, these countries are forced to face the brunt of the economic recession alone, with reduced aid from the international community, the unrest the recession will generate has the potential to ignite old nationalist flames.

The challenge is immense, but the rewards are bountiful, and to ignore lessons from history would be a grave mistake. The resources are there, all that is needed is the political motivation and capital to recognize the potential problems and work to counteract them now, before they grow too large. The international community cannot afford to forget about the Balkans again.

Era il 1995, la data la stessa di oggi.
In Bosnia Erzegovina infuriava da oltre tre anni una sanguinosa guerra civile, fatta di massacri e sofferenza: la più multiculturale fra le repubbliche jugoslave pagava a caro prezzo la propria diversità, pagava ciò che maggiormente rappresentava, l'intreccio di culture e tradizioni simili ma non uguali.
Qualcosa che ai boia che avevano deciso di smembrare la Jugoslavia per mantenere il proprio potere politico appariva oltremodo inaccettabile.
Vicino al confine serbo, maledettamente vicino, c'era Srebrenica. Cittadina nota in tutta la federazione per le sue acque termali, e per l'ospitalità del suo popolo, in gran parte musulmano (oggi diremmo bosgnacco).
Srebrenica, allo scoppio delle ostilità era divenuta un'enclave nel territorio serbo, era stata posta sotto assedio dalle truppe serbe e bombardata senza pietà.
Le Nazioni Unite l'avevano dichiarata zona protetta ("safe haven") e posta nelle mani di un piccolo contingente di caschi blu olandesi.
Ciò che accadde è entrato nella storia della malvagità umana.
Più di settemila persone vennero trucidate e i loro resti seppelliti in fosse comuni.
Genocidio, quasi autoevidente, eppure ci sarebbe voluto molto altro tempo per ammetterlo; anche il diritto sa come essere timido e perdere di vista la giustizia.
Sono tanti 14 anni.
Eppure non sono stati abbastanza per ritrovare tutte le vittime, ricomporre i loro corpi e assicurare i macellai alla giustizia.
Non sono abbastanza per restituire la voglia di vivere a chi ha perso qualcuno. Ma una vita intera non basterebbe.
Non devono essere abbastanza per farci dimenticare ciò che è avvenuto, come è avvenuto e perchè sia avvenuto.
Non sono poi così tanti 14 anni.

UK plans new powers on genocide

War crimes suspects from Rwanda and the Balkans living in Britain could be tried in the UK, under plans outlined by Justice Secretary Jack Straw.

Under the proposals, anyone suspected of war crimes since 1991 - 10 years earlier than the current law allows - could be prosecuted in a UK court.

Mr Straw said it would close a legal loophole and could bring forward several prosecutions.

Campaigners had warned the UK could be a "safe haven" for war criminals.

"I have received a lot of representations… that we ought to extend and make retrospective these provisions back at least another decade, for example to capture those involved in the Balkans atrocities or in the Rwanda atrocities," Mr Straw told the BBC.

"What we are announcing today is that we will indeed extend the scope of these offences back until 1991."

Mr Straw said amendments would be made to the Coroners and Justice Bill in the House of Lords in the autumn.

But he warned making the changes would be "quite complex".

Under the UK's International Criminal Court Act 2001, UK nationals or residents suspected of war crimes and acts of genocide committed anywhere in the world since 2001 can be prosecuted in Britain.

By extending the cut-off point back to 1 January 1991, the new law would apply to anyone suspected of atrocities committed in the Balkans conflict or the Rwanda massacres.

Law 'strengthened'

In a written statement to MPs, Mr Straw said prosecutions were best dealt with in the country of origin, or by international courts or tribunals.

"However, there may be circumstances where these options are not available. We have therefore decided that we should strengthen domestic law in this area," the statement said.

In April 2009 the High Court refused to extradite four men accused of taking part in the 1994 genocide in Rwanda, ruling there was a risk they would suffer "a flagrant denial of justice" if returned to the country.

Mass graves from the conflict in Bosnia are still being found

Afterwards, Labour MP Mary Creagh, vice chairwoman of an All-Party Parliamentary Group for Genocide Prevention, said: "Thanks to a loophole in UK law, they cannot now be tried for those crimes of which they were accused in England."

She asked Mr Straw to close the "impunity gap" and "ensure that the UK does not become a safe haven for international criminals".

Under the proposed amended law, the four could be tried in the UK.

The Aegis Trust, an anti-genocide group, welcomed Mr Straw's statement but called on the government to replace the residency requirement for prosecution of war crimes with a simple "presence test".

The trust says some suspects have been present in the UK since the 1990s but not resident because of legal reasons.

The Aegis Trust believes there are as many as 18 suspected war criminals living in Britain from countries including Afghanistan, Sudan, Sierra Leone and Sri Lanka.

In a report in June, it named Felicien Kabuga, accused of financing the Rwandan genocide, and Liberian Chucky Taylor, who was convicted of torture by the US, as two people who came to the UK but were not brought before the courts.

Mr Straw's statement on Tuesday said that under the reforms, the categories of people covered by the legislation would remain UK nationals and residents.

But he added: "However we are exploring the possibility of providing more certainty as to who may [or may not] be considered a UK resident."

Croazia: cade il Governo

Si è dimesso il premier croato Ivo Sanader.
Del tutto a sorpresa, il leader della Hdz (principale erede politico di Tudjman, dal quale ha ricevuto il controllo del partito che ha depurato dalle scorie nazionaliste e ha fatto entrare a pieno titolo nel partito popolare europeo, anche in virtù delle buone relazioni che Sanader manteneva con altri leader europei) ha annunciato non solo le proprie dimissioni dalla carica di premier, ma anche il suo ritiro dalla vita politica croata.
Le dimissioni hanno aperto un'inevitabile crisi di governo, che potrebbe portare ad elezioni anticipate (come chiedono i socialdemocratici del Spd, vincitori dell'ultima tornata amministrativa) o - più verosimilmente - ad un nuovo Governo di centrodestra sotto la guida della attuale vice premier Jadranka Kosor, collaboratrice fidata e sodale di partito di Sanader.
Le ragioni del gesto sono state definite da Sanader "personali", mentre non sono mancate le critiche del Presidente della Repubblica, Mesic (di cui Sanader veniva indicato quale probabile successore), alla luce del difficile momento economico e politico (il veto della Slovenia ha bloccato la procedura di adesione della Croazia all'Unione Europea) che il paese sta attraversando.
Sanader sarà comunque ricordato come il premier che ha avvicinato la Croazia all'Unione e la ha portata nella Nato.
Ma torniamo al futuro prossimo: già domani il Sabor (Parlamento) croato dovrebbe dare il proprio voto di fiducia a Jadranka Kosor, che potrebbe quindi diventare la prima donna Capo di Governo della Repubblica Croata (e penso di tutta la ex Jugoslavia).
La Kosor nel Governo dimissionario ricopriva anche la carica di Ministro per la famiglia, i veterani e la solidarietà tra generazioni.
La Kosor, nata a Lipik, è laureata in giurisprudenza ma è arrivata alla notorietà come giornalista (Vecernji List prima, Radio Croazia poi) con programmi di successo per i veterani di guerra, fino ad arrivare in Parlamento nel 1995.
Da sempre considerata un politico di secondo piano all'ombra di Sanader ora ha davanti a sè l'occasione della vita.
Saprà sfruttarla?
La Croazia se lo augura.

The Balkan Mess Redux

President Obama recently said of Iraq, “What we will not do is permit the pursuit of the perfect stand in the way of achievable goals.” It would be a major step forward if this same approach was applied to Bosnia and Kosovo.

In both those countries, we have become trapped in policy “boxes” that make it impossible to achieve stability or long-term solutions, despite enormous investments of personnel and resources for almost two decades.

This is because we continue to insist that it is possible, with enough pressure and encouragement, to establish fully functioning multiethnic societies in Bosnia and Kosovo with no change in borders. And we have consistently ignored all evidence to the contrary and branded as obstructionist anyone who speaks openly about alternative approaches.

The reality is that no amount of threats or inducements, including fast membership in the European Union or NATO, will persuade the Bosnian Serbs to cede a significant portion of the rights and privileges given them under the Dayton Agreement to the central government, as the Bosnian Muslims (Bosniaks) and the international community are determined to bring about. The Bosnian Serbs are determined to have full control over their own destiny, and fear that if they continue to transfer authority to a central government, the more numerous Bosniaks will end up in control.

The end result is continued tension between the two Bosnian entities, a dysfunctional country, and the prospect of many more years of efforts by Western politicians — like Vice President Joe Biden on his recent visit — to pound a square peg into a round hole.

I know of what I speak: For more than 15 years, I was one of these pounders. I finally came to understand that the historical experiences in this region have implanted a mind-set very different from our own. We keep expecting the people in the Balkans to think and react as we do: It is not going to happen.

In Kosovo, the reality is that most of the Serbs have already left and will not be coming back. Many of those still remaining do so only because they hope or believe that they can ignore the central government of independent Kosovo and continue to look to Serbia for political and financial support.

Those Serbs living north of the Ibar River in particular act as if they are in fact living in Serbia. President Boris Tadic and his moderate government are trapped into supporting the Kosovo Serbs to prevent a nationalist backlash while trying to move toward the E.U.

These contradictions are becoming ever more obvious. But that is not the major danger.

Up to now, Kosovo Albanians have been patient with the refusal of Kosovo Serbs to recognize the independence of the former Serbian province, deferring to the international community to sort this problem out. But already opposition Kosovo Albanian politicians are starting to criticize the Kosovo government for its passivity on the matter.

This frustration will grow, leading to further deterioration of relations among Kosovo, Serbia and the international community, and an increase in violence against Kosovo Serbs.

In both Kosovo and Bosnia, we need to consider different solutions — ones which we may not like and which will have complications of their own, but which will be really...achievable. This is the only way the international community can bring its involvement in the Balkans to an end.

In Kosovo, this probably means some form of partition between the Albanians and the Serbs combined with joint recognition, pledges of full rights for minorities and a variety of sweeteners from the EU.

Bosnia is more complicated. There, a solution probably involves shaping a different relationship within Bosnia and permitting the Republika Srpska, the Serbian portion of the divided country, to hold a referendum on independence. This would have to include a lot of guarantees about future relationships, and be done as a complete package led and implemented by the international community.

In both cases, there would need to be a demonstrated will and readiness to use military force to prevent violence along the way.

There is another reason to broaden our thinking. We in the West act as if we control what happens in the region. This is not the case, as the outbreak of violence in 1990-91 in the former Yugoslavia and the growth of the Kosovo Liberation Army in 1997-99 demonstrated.

The fact is that both in Bosnia and in Kosovo, independent local forces can take matters into their own hands and in a very short time bring about renewed violence that we will be hard-pressed to contain. And we simply cannot afford to become even more entangled in the Balkans.

Like an alcoholic whose first step is to recognize he has a problem, we need to accept that the current policies are not tenable. Only then can we start thinking constructively about solutions which can bring lasting stability to the region.

BELGRADO - La tv pubblica bosniaca ha mostrato delle riprese amatoriali, girate negli ultimi 12 anni, che ritraggono il superlatitante dei Balcani, l'ex generale serbo-bosniaco Ratko Mladic. Le riprese esclusive sono state trasmesse dal magazine politico "60 minuti". La maggior parte delle immagini è stata girata a Kosutnjak, nei pressi di Belgrado. Mladic è immortalato in scene di ordinaria e felice quotidianità con la famiglia e ci sono anche sequenze di una sua partecipazione a un matrimonio, girate in Republika srpska (l’entità serba della Bosnia-Erzegovina).

ALTRI INCRIMINATI - Nelle sequenze, al fianco di Mladic, compaiono anche altri incriminati del Tribunale penale internazionale dell'Aia: Momcilo Perisic Zdravko Tolimir, Manojlo Milovanovic. Racchetta in mano, l'ex generale serbo-bosniaco è stato anche ripreso durante una partita di tennis in una caserma dell'esercito jugoslavo. «Qui è come il paradiso», afferma Mladic rivolgendosi alla moglie.

ICTUS - Le ultime immagini mostrate si riferiscono probabilmente alla fine dell'anno scorso. Mladic cammina a fatica con l'aiuto di un bastone, mentre la moglie scherza lanciando palle di neve. Questa sequenze confermerebbe così le voci che parlavano di un Mladic vittima di un ictus.

MASSACRO DI SREBRENICA - Dalla cattura dell'ex generale serbo-bosniaco dipende il futuro della Serbia: l'Olanda ha posto la sua cattura come conditio sine qua non per il proseguimento del cammino d'integrazione europea di Belgrado. Mladic è accusato di genocidio, crimini di guerra e crimini contro l’umanità. Insieme al suo alter ego politico, Radovan Karadzic, è ritenuto il principale responsabile del massacro di Srebrenica.

Hrvatski put

Balkanski put počinje u Trstu, točno na autobusnoj stanici Trsta, gdje me čeka autobus za Zagreb, prvu postaju mog puta.
Sviđa mi se putovanje autobusom, zato što tako imaš dosta vrijemena da promatraš mjesta i razmisljaš.
Stanica se nalazi u Italiji, ali je već komadić (bivše) Jugoslavije: od tu se dođe u Sloveniju, Hrvatsku, Bosni i Srbiju.
Uši ne slušaju više Talijanski jezik i prodaju se Balkanske novine.
Autobus stiže iz Zagreba svaki dan, i tamo se vraća popodne, predvarajući se koristno sredstvo za Talijanski šoping.
Vožnja je kroz Sloveniju, ali izgleda kao Austrija: zelena je svugdje, mnoga malena i divna sela leže pod brdima i planinama, kao na bezvremenskoj razglednici.
Samo granice nisu tako lijepe: granice mi se ne sviđaju, iako me očaravaju. Ta mjesta razdvajaju narode ali predstavljaju ulazak u novi svijet, nepoznati i tajanstveni.
Slovenska granica prikazuje kakvi su odnosi između Hrvatske i Slovenske vlade: putnici moraju izlaziti, pokazivati putovnice policajcima koji ih ne gledaju, samo da gube vrijemena.
Nažalost, put od Italije do Zagreba je još uvijek težak.
Postoji jedan vlak ili autobus po danu (i nema aviona): šteta je, Zagreb je jedan od najlepših europskih glavni gradova, ali Italijani rjetko idu tamo.
Smatram da kad bi veze bile bolje došlo bi više osoba.
Dođem u Zagreb navečer; znam kako se kretati i polako nađem moje prenočište (‘Henrik’, koje se nalazi u centru grada, blizu Trga Bana, u Gundulićevoj ulici).
Mjesto je zabavno i ugodno, Daniel i Katarina mnogo su gostoljubivi i odmah mi ponude odlicčnu domaću šljivovicu…
Provedem dva dana u Zagrebu, šetajuci po gornjem gradu (koij volim), uživajuci u noćnem životu u Tkalčićevoj.
Među stvarima koje najviše volim u Zagrebu su tramvaji: zgodni, jeftini, i veseli.
U četvrtak opet pođem, moja destinacija je Slavonija, regija koju nisam nikad vidio.
Prije svega, ondije se nalazi Vukovar, jedan od najvažnijih cilja mog puta.
Ali prije posjetim Osijek.
Moj prvi dojam o Osijeku je kompliciran: ne poznam grad, daleko je (bolje rečeno izgleda) moje prenočište od centra, tramvaji su skuplji od Zagreba. A Osijek zaslužuje posjet: rijeka Drava je krasna, pokraj nje prolazi ulica koja vodi prema drevnoj Osiječkoj Tvrđi.
Iz Tvrđe se može vratiti u centar preko Europske avenije, velikog bulevara koji je izrađeno od mnogih grada iz devetnestog stoljeća, nažalost još ostećenih od rata. Ta ulica, koja mijenja svoje ime i postane Kapucinska, završava na Trgu Starčevićevom, pravom srcu Osijeka, gdje se nalazi Župna crkva Sv. Petra i Plava, najveća Hrvatska crkva osim Zagrebačke katedrale.
Osijek je puni života, ponosan grad ponosne regije, na prvoj liniji bojišta u vrijeme rata, iz kojeg dobe još uvijek nosi mnogo rana.
To nije čudno: Vukovar se nalazi samo trideset minuta daleko…

Frammenti di un viaggio

Un viaggio

Il cammino che porta a Zagabria parte da Trieste, in un pomeriggio soleggiato. Il treno da Torino è arrivato da pochi minuti, ma fortunatamente le stazioni ferroviaria e quella degli autobus sono contigue e rendono la coincidenza possibile.
In effetti è un viaggio abbastanza lungo e complicato (c’è da cambiare treno a Mestre, prendere un regionale, sperare che non porti ritardo, e infine recarsi in autostazione, comprare il biglietto e partire).
E se si è affronta un percorso così strampalato non lo si deve solo ad un pessimo rapporto con gli aerei (come per il sottoscritto), ma anche alla decisione della (defunta non rimpianta e infine resuscitata) compagnia di bandiera di cancellare i voli da Malpensa per la Croazia (almeno per Belgrado c'è la mitica Jat, e ne parleremo) e di conseguenza le alternative si riducono al nostro pullman (uno al giorno!), che parte dalla città giuliana alle cinque del pomeriggio e arriva nella capitale croata in serata, tra le nove e le dieci, a seconda dell’umore delle polizie di frontiera (croata e slovena: il confine tra il Belpaese e la Slovenia, con l’ingresso di quest’ultima nel mondo fatato di Schengen è stato smantellato), o ad un treno notturno che parte da Venezia e ci mette una vita ad arrivare.
L’autostazione ti suggerisce già un profumo di Balcani: da qui si arriva in tutta l’Europa Orientale, e la lingua che sentirete parlare è il buon vecchio serbo-croato (o una delle due, se siete tra coloro i quali pensano siano due lingue diverse).
Le frontiere: sono qualcosa a cui sono allergico per ragioni genetiche e ideali, (anche se mi attraggono, ti danno la sensazione inebriante di lasciare un mondo consciuto per scoprirne uno nuovo) e nei Balcani riescono a esprimere tutta la propria ottusa inutilità; ma rappresentano anche un termometro attendibile delle stato delle relazioni politiche tra i poteri dei vari Stati (non tra i popoli chè con la politica oramai non hanno proprio più nulla a che vedere, e non parlo solo di ex Jugoslavia intendiamoci): prendiamo la frontiera di Dobova; qui non salgono i poliziotti (sloveni) sull’autobus (croato) per il controllo dei documenti.
Eh no, troppo facile.
Meglio fare scendere tutti i passeggeri, farli camminare per venti metri, mostrare i propri documenti a un poliziotto che neanche li guarda e risalire sul mezzo che intanto è stato fatto avanzare di cinquanta metri…
Io l’ho interpretata come una “pausa sigaretta”, che ho fumato beatamente appoggiato a un grosso segnale che indicava il divieto di fumo nell’area di frontiera.
Ripartiamo, senza che nessuno si interessi al nostro bagaglio (e ai quattro litri di vino italiano contenuti dalla mia valigia, souvenir per gli amici serbi).
Dimenticavo: il nostro bravo autobus Trieste – Zagabria, griffato CroatiaBus parte ogni mattina (alle cinque!) dalla capitale croata e dalla città giuliana riparte alle cinque del pomeriggio; spesso è un pullman dello shopping, argomento di cui conversano le signore croate a bordo per tutto il viaggio, confrontando prezzi, scelte e idee per il prossimo “tour”.
Il viaggio è comodo, attraverso un’autostrada che si snoda tra paesini immersi nel verde e adagiati sotto grandi montagne, una cartolina che sembra provenire dal Tirolo, ma è la Slovenia che per di più ha il mare (quanto mare lo scopriremo quando si saranno messi d’accordo con i croati, magari evitando di usare l’appartenenza alla Ue per ricattarli chè sarebbe patetico se non fosse fastidioso, e profondamente anti europeo).

Zagreb

Si presenta che è già sera.
Come racconterò più avanti la città è una sfavillante e magnifica capitale europea, e solo la periferia tradisce ancora i ricordi del passato “comunista”, negli anonimi palazzi “formicaio”: anzi tradiva, perchè anche in questa zona sono sorti nuovi edifici, moderni e gradevoli, luminosi e accattivanti.
Anche in questo Zagabria (e Lubiana) sono molto diverse dalle altre grandi città della regione.
La stazione degli autobus invece, di accattivante non ha proprio niente, e anche per uno “jugoslavo” come il sottoscritto appare decisamente grigia e un po’ confusa, ma basta uscire, recarsi in Drziceva, prendere uno dei mitici tram zagrebesi (il numero 6), e in pochi minuti si arriva in piazza Jelacic, il cuore pulsante della Zagabria moderna.

Il giorno di Tito

Il 4 Maggio del 1980 moriva il Maresciallo Tito, e ogni anno, in questa data, persone provenienti da tutta la ex Jugoslavia si recano a Belgrado, presso il suo mausoleo per ricordarlo.

Arrivando al complesso (che racchiude anche il Museo 25 Maggio e la Casa dei Fiori), si notano subito svariati autobus e veicoli provenienti da Croazia, Bosnia, Macedonia e Montenegro.

Centinaia di persone sono gia' qui, e una lenta e silenziosa processione si reca sulla tomba del "Compagno Tito" (lo chiamano ancora tutti cosi') a portare fiori, come se si trattasse di un proprio parente.

Molti indossano vecchie uniformi, o i fazzoletti da pionieri, e le uniche bandiere che si vedono sono il tricolore della vecchia federazione e la bandiera della SKJ, il vecchio partito comunista, con la sua scritta ''proleteri svih zemalja ujedinite se", e credo la traduzione sia superflua.

Un pannello sul muro ricorda come alle esequie del leader siano intervenute 209 delegazioni provenienti da 128 paesi, 31 Presidenti della Repubblica, 4 Re, 6 Principi, 22 Primi Ministri e 11 Presidenti di Parlamento, oltre a innumerevoli leader di movimenti di liberazione nazionale.

Fino al 1990 in questa sala un picchetto d'onore vegliava sulle spoglie di Tito, oggi invece lo vegliano tanti suoi ex concittadini, con gli occhi lucidi e lo sguardo perso lontano.

Ma non e' solo nostalgia per un Paese scomparso, oggi non c'e' politica in questo luogo: e' il rimpianto della propria giovinezza, ormai lontana e che da queste parti tanti hanno dimenticato troppo in fretta.

Horrors of KLA prison camps revealed

Dal sito della BBC riporto un servizio sui crimini compiuti dall'Uck, l'esercito di liberazione del Kosovo, durante il conflitto del 1999.

Credo che non vi sia nulla di cui stupirsi; la cosa che desta però maggiore rabbia è l'impunità, purtroppo sempre assicurata ai vincitori, soprattutto quelli delle guerre più sporche..

E quando ai perpetratori di crimini orrendi si permette financo di arrivare al vertice, politico e istituzionale, viene da chiedersi: "ma come abbiamo permesso che ciò accadesse"?

Ma non c'è risposta.

O forse è meglio non conoscerla.

The man spoke plainly as he explained the horrors he lived through in a Kosovo Liberation Army prison camp 10 years ago. He told me about how he watched people beaten with steel pipes, cut with knives, left for days without food, and shot and killed.

Civilians were detained by the KLA and kept in prisons where some were killed

"What can you feel when you see those things?" he said. "It's something that is stuck in my mind for the rest of my life. You cannot do those things to people, not even to animals."

As the man talked, his mother paced nervously in the nearby kitchen. She was panicked and tears were streaming down her face.

"They'll kill him, they'll kill him," she moaned, clutching one of her grandchildren.

But her son persisted. We spent hours in the family's sitting room as our source detailed allegations of possible war crimes by KLA officers in a military camp in the Albanian border town of Kukes.

It was a crucial interview for a delicate story I have been investigating for years.

Mystery of the missing

Soon after the war ended in Kosovo, I started looking into the thousands of civilians who disappeared during and after the conflict. Many Albanian victims were dumped in wells or transported to mass graves as far away as Belgrade.

But others - mainly Serbs - simply vanished without a trace. There were no demands for ransom, no news of any kind.

I had met sources who spoke vaguely about secret camps in Albania where Kosovo Serbs, Albanians and Roma were interrogated, tortured and in most cases killed.

I met another source who agreed to share important details about KLA prison camps. This man cut a very different profile.

He had returned from a successful career abroad to join the KLA in its fight for Kosovo's independence from Serbia.

The man was still proud of the goals he fought for, but he had become haunted by the treatment of civilians he had seen at a KLA prison camp. More than that, he said he felt angry and betrayed by KLA commanders who tolerated and even ordered the abuses.

"It didn't seem strange at the time," he told me as he described seeing desperate civilians locked in a filthy agricultural shed.

Now, looking back, I know that some of the things that were done to innocent civilians were wrong

Former KLA Fighter

He said the civilians were Serbs and Roma seized by KLA soldiers and were being hidden away from Nato troops. The source believes the captives were sent across the border to Albania and killed.

"Now, looking back, I know that some of the things that were done to innocent civilians were wrong. But the people who did these things act as if nothing happened, and continue to hurt their own people, Albanians."

This man was one of eight former KLA fighters who revealed some of their darkest secrets from the war.

A soldier's story

Yet another source spoke of driving trucks packed with shackled prisoners - mainly Serbian civilians from Kosovo - to secret locations in Albania where they were eventually killed.

He recalled hearing two of the captives begging to be shot rather than tortured and "cut into pieces".

"I was sick. I was just waiting for it to end," the source told me. "It was hard. I thought we were fighting a war [of liberation] but this was something completely different."

A long silence over the atrocities has held strong throughout Kosovo

It has taken these men 10 years to speak to an outsider about the dark side of the war. They were breaking a code of silence that has held strong in Kosovo.

Very few Kosovo Albanians have publicly revealed crimes committed by their own side. And for good reason. Witnesses who have agreed to provide testimony for prosecutions of KLA commanders have faced intimidation and death threats.

Some have been killed, according to United Nations officials in Kosovo.

There is another reason. All the men we spoke with insisted they were Kosovan patriots and would take up arms again to defend the country's independence.

But that is precisely the point: independence - of a sort - arrived for Kosovo last year. Their wartime goal has been attained.

As one of the former KLA fighters told me: "Now is the time to be honest to ourselves and build a real state."

Could fighting resume?

A JOKE doing the rounds has it that nothing can succeed in Bosnia, not even a crisis. Pessimists note that Yugoslavs used to tell a similar joke in the 1980s. One diplomat believes that Bosnia’s gridlock has got so bad, and the political atmosphere so poisonous, that for the first time since 1995 the unthinkable of renewed fighting is thinkable once again. This does not mean a new war is imminent. But conflict is now a distinct possibility.

On March 27th Miroslav Lajcak, the new Slovak foreign minister, held a party for Valentin Inzko, his Austrian successor as the international high representative in Bosnia. He is the fourth man who is due to be the last in his job. Yet at least until the end of the year, his powerful office will stay open. After that Mr Inzko is meant to remain only in his capacity as the European Union’s special representative, with no legal powers.

Much of the panic over Bosnia revolves around whether this switch from a powerful high representative to a weaker EU envoy is sensible. And not just that. After the end of the war in 1995 Bosnia was flooded with 60,000 NATO-led peacekeepers. Today there are 2,000 bored, EU-led ones. By the end of the year that number may have shrunk to 200. The pessimistic diplomat suggests that this is all horrible, an appalling mistake that risks sending the wrong signals at the wrong time.

At Mr Lajcak’s party Serbs, Croats and Bosniaks (Bosnian Muslims) greeted each other but then clustered in their own groups. Writ large, that is Bosnia’s problem. Its complex constitutional structure works well enough for day-to-day matters, but has ground to a halt on any issues of real significance. At least on March 26th an historic deal struck over the future of Brcko, an autonomous town within Bosnia, was endorsed by all sides.

Bosniak leaders, such as Haris Silajdzic, one of the country’s three presidents, want the Serb entity in Bosnia, the Republika Srpska, to be abolished, saying it was created through genocide. His nemesis, Milorad Dodik, Republika Srpska’s prime minister, responds with the threat of a referendum on secession. They need and feed each other, comments Milos Solaja, who heads the Centre for International Relations in Banja Luka.

In cafés and think-tanks there are suggestions that all sides are arming again, albeit discreetly through hunting clubs and security firms. There is no hard evidence of this. Indeed, Igor Radojicic, speaker of the Republika Srpska’s parliament, says that these “ridiculous” stories are spread deliberately by Bosniaks, who want to make sure that the high representative’s office does not close and to lure the new Obama administration to their side.

Most Bosnian Serbs say secession is not realistic. They just want to defend the autonomy they won in the 1995 Dayton accords that ended the war. Bosniaks believe that, by blocking as much legislation as he can, Mr Dodik is following the example of Milo Djukanovic, the Montenegrin leader, when he set out to prove that the loose federation of Serbia and Montenegro could not work. Meanwhile, the Croat-Bosniak federation is teetering close to bankruptcy, with vast sums going to so-called war veterans, who constitute a powerful lobby.

Little will now be done in Bosnia until the party congress of the leading Bosniak party in May. Sulejman Tihic, who has initiated serious talks with his Serb and Croat counterparts about the country’s future, faces a challenge to his leadership. He is charged with treachery by his Bosniak enemies. As the economic crisis worsens, Bosnian leaders will do what they do best, which is to play on fear. For now all agree that there is no appetite for war among ordinary Bosnians. But fear and anger could, if shaken up enough, turn into a deadly cocktail for their country.

Troubled Macedonia

THE winner of the second round of Macedonia’s presidential election on April 5th will almost certainly be Georgi Ivanov, the candidate of the ruling nationalist party led by the prime minister, Nikola Gruevski. But that does not mean he will get the job. He is unpopular with ethnic Albanians, who make up a quarter of Macedonia’s 2.1m people. If most of them do not vote, turnout could fall below 40%—in which case the entire election has to be rerun.

That would be a problem Macedonia does not need. Its economy is stuttering. Exports of metals, textiles and farm produce have slumped. Unemployment is high, public spending must be cut and tensions are rising. Violence broke out in Skopje on March 28th during a protest over plans for a new church in the centre.

Macedonia remains fragile eight years after it almost lapsed into war. Testy relations with its neighbours do not help. For 18 years it has been locked in conflict with Greece over its name, which the Greeks say implies territorial pretensions to Greek Macedonia. Macedonia has won sympathy from other European countries in this dispute. But under the nationalist Mr Gruevski, it is losing it.

When Macedonia renamed Skopje airport for Alexander the Great in 2007, this seemed a one-off to annoy Greece. More recently, however, the government has broadened a policy the opposition calls “antiquisation”. The main road to Greece has been renamed for Alexander and the national sports stadium named after his father, and plans are afoot to erect a huge statue of Alexander in central Skopje. These gestures play well to a public that was incensed by Greece’s veto of an invitation to Macedonia to join NATO, but the country is losing friends. “It is nuts,” sighs one diplomat. “They don’t see the cause and effect.”

Alexander died in 323BC. The Slavs arrived only a thousand years later. But, says Pasko Kuzman, an archaeologist at the culture ministry, Macedonians are a mix of all the people who have ever lived in the region, so they have every right to treat Alexander as a symbol. Besides, he adds, Greece denies the very existence of a Macedonian minority in Greece.

Macedonia’s ethnic Albanians have mostly stayed out of this debate. Some officials say antiquisation was a sop to offset the shock of not being let into NATO. They dearly want the European Union to grant visa-free travel to Macedonians this year (and then open membership talks). If people in Macedonia and elsewhere in the western Balkans lose hope of ever joining the EU, says Macedonia’s deputy prime minister, Ivica Bocevski, everybody should start worrying about regional stability.

La Bosnia ai mondiali?

La nazionale di calcio bosniaca sta compiendo una grande impresa: ieri sera ha battuto la più quotata nazionale belga (come già aveva fatto a Bruxelles pochi giorni fa) e si trova al secondo posto nel proprio girone, piazzamento che garantirebbe gli spareggi per andare in Sud Africa nel 2010.
I bosniaci, guidati dal guru croato Miroslav "Ciro"Blazevic, ( l'artefice dell'incredibile terzo posto della Croazia ai mondiali del 1998 in Francia), giocano bene, forti anche di un gruppo di giocatori di ottimo livello stabilmente inseriti nei principali campionati europei.
La nazionale è formata da bosgnacchi, croati e serbi ma fino a poco tempo fa scaldava il cuore solo ai primi, preferendo gli altri gruppi etnici identificarsi con le nazionali serba e croata: ora l'entusiasmo è in crescita, e credo che se arrivasse un'incredibile pass per i mondiali l'unificazione politica della Bih farebbe un passo decisivo, perchè lo sport ha un potere di coesione incredibile (e incomprensibile).
Noi possiamo solo incrociare le dita, e fare i migliori auguri a Dzeko e compagni, affinchè realizzino il loro sogno, e con esso quello di chi sogna una Bosnia unita, prospera e soprattutto felice.

24 Marzo 1999: la Nato attacca la Jugoslavia

Era il 24 Marzo, l'anno il 1999.
La Jugoslavia di Slobodan Milosevic rifiutava il ritiro delle proprie forze speciali dal Kosovo, la NATO interveniva militarmente per la prima volta dalla sua creazione.
Tante sono state le vittime in quei 78 giorni (oltre 3000), tanti i feriti, incalcolabili i danni economici e infrastrutturali.
Il dibattito su quell'intervento non è ancora stato chiuso, in Serbia e in Europa.
Le sue conseguenze sono state contraddittorie tanto quanto la sua gestione, spesso confusa e propagandistica.
Molto è cambiato da allora, molto meno di quanto avremmo sperato.

Croatia Courts Old Enemy and Its Tourism Spending

DUBROVNIK, Croatia — It is a sign that the global financial crisis has hit the Adriatic when Croatia is reaching out to its former enemies: for the first time since Serbian and Montenegrin forces besieged this historic port city in 1991, businesspeople here are publicly appealing to Serbian tourists to help rescue the economy.

Dubrovnik, the heart of tourism in Croatia, was besieged by Serbian and Montenegrin forces in 1991, and bitterness lingers.

When tourism officials from two Croatian regions, Istria and Dalmatia, sent a delegation to a trade fair in Serbia last month, people on both sides noted sardonically that economic doldrums were forcing Croats to turn to Serbs to help save them. Many here bitterly recall the 1991-1995 war, which erupted after Croatia declared independence from Yugoslavia; more than 10,000 Croats and Serbs died, and hundreds of thousands fled their homes.

But Goran Strok, the owner of Dubrovnik’s choicest hotels, said it was time to put historical grievances aside. “What Milosevic and Serbian politicians did was unforgivable and should be remembered,” he said, referring to Slobodan Milosevic, the former Serbian leader, whose embrace of Serbian nationalism set off nearly a decade of Balkan fighting.

“But the war is finished, and we can’t change who our neighbor is,” Mr. Strok added. “The Serbs are also good people, and the time has come to reach out to them. I want to see Serb tourists in Dubrovnik.”

Many of the countries of the western Balkans — Serbia, Bosnia, Macedonia and Montenegro — are among Europe’s poorest and least stable. While Croatia is wealthier than the others, and first in line to join the European Union and NATO, the region as a whole remains the weak spot of Europe.

Many analysts worry that the financial crisis could curtail a decade of political and economic progress in the region as exports and foreign investment shrink. Already, Serbia has turned to the International Monetary Fund for a rescue package, and its neighbors could soon follow.

The region’s problems pose a challenge to the European Union as it struggles to avoid a rift between richer countries that have weathered the downturn so far and those members and would-be members that are facing severe pressures on their banking sectors and currencies.

In Croatia, the government says that the economy will contract by 2 percent this year and that unemployment rose to 14.5 percent at the end of January. Croatia has to refinance some 6.1 billion euros, or almost $8 billion, of foreign debt in the remainder of 2009, and credit and foreign investment are drying up. Alarm is growing that tourism — the anchor of the economy, accounting for some 20 percent of gross domestic product — may shrivel and send the economy into a tailspin.

Though some businesspeople say tourism will withstand the downturn because it has been sheltered by restrictions on foreign investment, others believe it is all the more insecure because Croatia’s central bank, traumatized by the hyperinflation of the war years, has rigidly pegged the local currency, the kuna, to the euro, even as other currencies in the region have plummeted. The strong kuna has diminished the purchasing power of would-be visitors from the Czech Republic, Hungary, Britain and Russia.

Here in Dubrovnik, the beautiful walled medieval city that is the cradle of the country’s tourism industry, business leaders say they are already feeling the pain. They are aggressively courting Serbian tourists, even as political relations between Croatia and Serbia remain tense.

There are still no direct flights between the countries’ capitals, and Serbian tourists traveling by car to Croatia with Serbian license plates say they often drive at night to avoid being detected. The police have also reported random cases of harassment of Serbs in the country. Nevertheless, tourism officials and political analysts say Serbia’s recent turn toward the West, following last year’s election of a government that is reaching out to the European Union and the United States, is spurring a thaw.

After the war, thousands of Serbian refugees fled Croatia, and many sold their homes. But tourism officials say Serbs, who vacationed in droves on the Croatian coast when the area was still part of Yugoslavia, are slowly beginning to return. Last year, some 90,000 Serbian tourists came to Croatia.

Tomislav Popovic, a Croatian tourism official from the Istrian peninsula in the north, who went to the tourism fair last month in Belgrade, Serbia’s capital, said he was optimistic that the promise of an idyllic coastal holiday would increase Serbian tourism this summer by more than 50 percent. “Serbs want to come here because we are close to the sea, we share a common language and it is an inexpensive trip by car,” he said.

Even with the hoped-for increase in Serbian tourists, businesses are scaling back. Mr. Strok, whose company, GS Hotels and Resorts, has invested 160 million euros, or $210 million, in developing luxury hotels in Croatia, said the group had slashed management salaries by up to 25 percent. To help lure big-spending clients, his five-star Excelsior hotel in Dubrovnik is offering incentives like 100-euro vouchers for luxury boutiques in town and discounted meals at the hotel’s sushi restaurant.

The group is hoping that wealthy tourists from nearby Italy, Austria and Germany — countries that have long had strong economic ties with Croatia — will forsake expensive overseas vacations and choose Croatia instead.

“No doubt it will be a bad year, as the full blast of the credit crunch has not hit us yet,” Mr. Strok said.

Nevertheless, many businesspeople and economists predicted that Croatia would weather the crisis, saying its recent history of war had made its people resilient. While economies across the world are introducing stimulus packages to spur spending, economists say people in the Balkans need little encouragement: such is the live-for-today mentality that people will spend every last penny, until there is no gasoline for the car.

Louis Frankopan, the director of Zagrebacki Neboder, a real estate development company that owns one of the tallest buildings in Croatia’s capital, summed up the country’s mind-set by mixing the language of an optimist with that of a banker. “God must be Croatian, since the country is not encumbered by dangerous financial instruments, while its banks have no toxic assets,” he said.

L'anniversario cadeva ieri, ma io ero incerto se scrivere qualcosa a riguardo.
Sto parlando di quanto è successo in Kosovo cinque anni orsono, quando un'esplosione (pianificata) di violenza contro la comunità serba ha lasciato sul campo 19 morti (di entrambe le parti) e oltre un migliaio di feriti (tra cui numerosi poliziotti e soldati del contingente internazionale).
Non sapevo se scriverci sopra qualcosa dicevo, perchè quando si parla di Kosovo non emerge ancora un dibattito sereno, ma si sconfina immancabilmente verso il canovaccio della guerra di religione e dei suoi dogmi, qualcosa che - come sa chi perde un pò di tempo nella lettura di questo blog - non mi appartiene.
Qalche considerazione.
Nel 2004 la comunità internazionale si era impantanata sul Kosovo, tra veti e contrapposizioni di varia natura: la risoluzione Onu n.1244, che aveva sancito la fine del conflitto del 1999, riconoscendo tuttavia la permanenza della provincia sotto la sovranità serba (allora jugoslava) e la leadership albanese che aveva invece imboccato con decisione la strada verso l'indipendenza.
La questione dello status era scomparsa tanto dall'agenda internazionale quanto dal dibattito politico serbo, immobilizzato dentro una transizione senza fine e traumatizzato dall'omicidio Djindjic.
Ancora una volta la faccenda sarebbe stata risolta con la violenza, secondo la stessa logica già vista nei conflitti precedenti: si vince solo con la violenza.
E così è stato, indipendentemente dall'opinione di ciascuno sulla legittimità (o anche solo sull'opportunità politica) dell'indipendenza kosovara.
Quel triste marzo del 2004 ha rappresentato l'ennesimo schiaffo all'Europa, alla comunità internazionale e ai loro tanto sbandierati princìpi.
E non è stato l'ultimo purtroppo.

Montenegro dolce o amaro?

Ieri il nostro Presidente del Consiglio è volato in Montenegro per ribadire l'italico sostegno alle ambizioni europee ed atlantiche del paese delle aquile.
Berlusconi, che ha incontrato il Presidente della Repubblica, Filip Vujanovic e il Premier, Milo Djukanovic, ha ribadito l'interesse italiano ad un maggiore coinvolgimento nell'economia montenegrina (di cui l'Italia è già il secondo partner economico) che dovrebbe portare il nostro Paese a divenire il secondo investitore in Montenegro.
Qualche critica si è levata dall'opposizione politica montenegrina, che non è stata ricevuta da Berlusconi e ha interpretato la visita italiana come un sostegno a Djukanovic in vista delle prossime elezioni parlamentari, in programma il prossimo 29 Marzo.
Effettivamente Berlusconi si è detto sicuro della riconferma del collega montenegrino, aggiungendo che "avrebbe sfidato coraggiosamente il divario di 25 cm che lo separa da lui", con un chiaro riferimento alla differente statura dei due personaggi.
Che qualcosa in comune ce l'hanno, essendo i due premier più inquisiti del continente.

New High Representative in Bosnia

BRUSSELS -- Austrian Diplomat Valentin Inzko has been named the European Union’s special envoy to Bosnia-Herzegovina, according to AFP.

The U.S. and the EU, who are guarantors of both the Dayton Agreement and the Bonn Powers Agreement, both gave the green light for naming Inzko's appointment.

His nomination was confirmed yesterday by all 27 EU member-states, according to a source close to the Austrian Foreign Ministry. Previously, Washington was reported to have approved the choice.

Inzko is currently the Austrian ambassador to Slovenia and is a member of the Slovenian minority in the Karinthia region of Austria.

He was named the first Austrian ambassador to Bosnia after the 1992-1995 war.

Exiting High Representative and EU envoy Miroslav Lajčak is leaving the position after being appointed Slovakia’s new foreign minister.

The Council for Implementing Peace in Bosnia-Herzegovina is expected to name Inzko at meetings on March 26-27 as the new High Representative and EU envoy for Bosnia-Herzegovina.

Ivo Zanatta enabled little David Krusvar to have a liver transplant in Italy, but claims it does not make up for Manuela Viskovic’s death.

Last Friday, doctor Umberto Chillo, the head of a transplantation team at the university hospital in Padova, decided that little David Krusvar can leave the hospital. This is a sign that mother Damjana and father Denis can finally relax.

The child which all of Croatia prayed for will get better, the new liver that was transplanted before Christmas is working well, and during the next three months he will stay in a rented apartment in Padova in order to attend frequent hospital checkups, to be close to the doctors who are caring for him, in the event of any complications.

Operation that saved

There is no end to the happiness in the Krusvar family, who arrived in Padova as the start of October seeking to save their son’s life.

“How terrible it was to see him all fatigued and weaker, is how much happier we are now to watch him progress every day. After the operation he became a happy baby, he is babbling, so we are joking that his first words will be Ch-lo, the name of his doctor” says Damjana Krusvar.

Only a month after the operation, David has gained half a kilogram in weight, and as they tell us, he has started playing with his feet, so he hopes that he will continue where he left off with his motor development – crawling, sitting and finally walking.

Many people watched the Krusvar family story from the media. The Croatian Health Care Institute refused to bear the cost of a liver transplant for the little boy, even though his doctor from the children’s hospital “Kantrida” gave a written opinion that, considering the progressive sickness, and the fact that a final diagnoses was not reached or adequate treatment started, that the diagnostics and treatment be continued in the paediatric hospital in Padova.

Humanitarian project

The family then started a humanitarian drive. Good people from Croatia gathered a million kuna to save the boy, but they also found a good person on the other side of the border. The accommodation expenses for the Krusvar family will be paid by Ivo Zanatta, who is available for help if the hospital expenses surpass one million kuna, if the Croatian health Care Institute do not change their minds in response to an appeal by David’s father Denis.

Ivo Zanatta helps patients from Croatia who do not have enough money for accommodation and medical expenses. One example is Martina Piric, the recently deceased girl from Cepine, for who he guaranteed that the hospital bill will be paid. Her mother Marija Piric published a public message of thanks in the Croatian newspaper Glas Slavonije, and the touching text awoke curiosity as to the identity of the Italian who helped the Croatian girl, even more so because the hearts in the Croatian bureaucracy were hard and unwavering.

Who is Ivo Zanatta?

Accident which placed Ivo Zanatta in prison

Ivo Zanatta’s yacht, called “Emi’s Light”, hit the bow of the 6 meter yacht “Blue Note” near Uni. This caused the 34 year old Rovinj resident Manuela Viskovic to fall into the water, where she was killed by the propeller blades of the yacht. Manuela left a daughter behind who turned ten years old the next day.

The answer to the question “Who is Ivo Zanatta?” was revealed to us by another act of fate.

The rich industrial industry member, whose family owns the company Jolly Scarpe SpA, known to the world for manufacturing motorcycle boots, in linked to a court procedure that is being led against him for accidents at sea.

Whilst he was cruising with his family from Losinj towards Pula, his 17 meter yacht “Emi’s Light” hit the 6 meter yacht “Blue Note” near Uni, which caused the 34 year old Rovinj resident Manuela Viskovic to be thrown into the sea. Manuela will killed by the propeller blades of the yacht. Her daughter had the saddest birthday of her life next day, turning ten years old.

Mr. Zanatta first did not want to give an interview with the excuse that everything that we want to talk about is too hard for him to talk about. However, we did manage to get a number of answers from him via email:

How did it occur that you donated money for Croatian children to be treated in Padova?

“Our family company donates 100,000 euros every year to humanitarian causes, and we especially help dr. Nela Srsen, who is a family friend”.

In which phase is the court proceeding that Croatia is leading against you?

“I think that it is in its final phase, but for more precise information you should talk to my lawyers.

For you, is helping Martina and little David making up for the accident?

“Absolutely not. I have answered earlier, we always offer humanitarian help to those who need it. Unfortunately, the accident that occurred in 2007 was a tragic fatality, like most accidents at sea or on the road. My feelings linked to the tragedy are still strong. At the time I experienced internal brain bleeding from the consequences of stress, and today I sleep poorly because I always relive the moments of that tragedy.

The daughter of the deceased woman, called Lucija Viskovic, is now twelve years old. Have you made contract with the family in order to voice you condolence?

“I am terrible sorry for the suffering of the Viskovic family, especially for Lucija. I have two children and I do not want to even think how much it would hurt if they lost their mother. In the days after the accident I was in prison, my family visited the grave of the deceased Manuela, and they tried to make contact with the family on a number of occasions and voice their condolence, but they were not ready to see us.

The Viskovic family and the Dutchman Henricus Verdonkshot, who is the skipper of the yacht, sought 1.9 million kuna of damages for the suffered loss and emotional pain. Did you pay them?

“That is an issue that my insurance will solve with them”

“I am not a rich and spoilt”

It is known that you were in custody for an unusually long period of time for a traffic accident, 32 days. You were released on bail for 205 thousand euros, and the indictment charges you with causing a traffic accident with precondition. That is the most serious qualification, for which you can face three to ten years in prison. A few years ago one famous person from Croatia’s public life only received a conditional sentence for a similar case that also killed one person. Were you surprised with such an indictment, and do you think that it came from the prejudices of the public that viewed you as a rich and spoilt Italian industrialist?

“Yes, I am very surprised because I do not consider myself a murderer, but a victim of an accident. I am even less a rich and spoilt industrialist. If we managed to gather some money for years by working, that is the fruit of hard work, a lot of abdication and giving things up, equally by my father and me. My father founded the company in 1980. Today we are leading in the sector of manufacturing boots for sports bikes, and technical boots for fire-fighters, the army and police.

How did you family experience the tragedy?

“I was in prison for 32 days and I think that it was the worst period of my life. I could not see anyone for the first 15 days, not even my wife and parents. I did not have any clothing. I have two children. My daughter Viktoria is eight years old, and my son Massimiliano is two. At the moment of the accident they were with me on the boat, my son was a two month old baby. My family suffered a lot, and my psychological state was below zero. I lost my will to live. It is hard to find yourself in prison when you are aware that you are not a criminal or mercenary, but the victim of a tragic fate. My life after that absolutely changed. I will always carry the pain of this tragedy with me” concluded Zanatta.

Adem Mripa is warming his hands on a bonfire of cardboard boxes and wooden planks - it is a bitterly cold evening in Kosovo.

By day the ethnic Albanian is the deputy head of a local school but by night he is part of an unofficial neighbourhood patrol.

''We are committed to staying here even though we are experiencing tremendous pressures from the Serbs living next door to us,'' Adem says.

Adem lives in a Serb part of the ethnically divided town of Mitrovica.

He is joined around the fire by other neighbours who all stand out on the streets after dark guarding their homes.

Just a couple of nights ago a hand grenade exploded in the area.

''Last month they were shooting at the window of the room where my kids were sleeping," Adem tells me.

"Six weeks ago a crowd of people came in front of my house and tried to set fire to it, then they moved away and burned three shops that were here in the neighbourhood. For all of this they are accusing Albanians because they say that we are provoking them.''

Since independence was declared a year ago on 17 February 2008, ethnic tensions have continued to smoulder in Mitrovica, which is the main town in the Serb-dominated north.

There has been sporadic violence. When trouble flared here back in March, a UN policeman was shot dead.

A year on from its self-declared independence, Kosovo has a new constitution and it is run by the government here instead of the UN.

But there is no sign that the government in the capital Pristina is able to assert its power over the north of Kosovo, which is around a quarter of the territory.

Last month a Nato-trained Kosovo Security Force was launched.

It replaced the Kosovo Protection Corps, which consisted mainly of veterans of the independence struggle against Serbia.

The new force, which will be more than 2,000-strong, is supposed to be multi-ethnic - but so far just six Serbs have applied to join.

Tense situation

Independence day will be ignored by Kosovo Serbs. Supported by Belgrade, they say that Kosovo is still part of Serbia.

''We've had a quite tense situation since 17 February 2008 because Serbs didn't recognise the independence but the Albanians thought everyone should recognise it," says Oliver Ivanovic, a moderate Serb leader and Serbian government official.

"This creates a political tension which can easily escalate and we have had incidents in Mitrovica which have been motivated by this lack of understanding.''

In the run-up to the anniversary, some EU police officials took part in their first joint training session with some of the 15,000 Nato peacekeepers in Kosovo.

The EU launched its largest ever civilian mission in Kosovo in December.

Its main role is not to police Kosovo but to monitor, mentor and advise in the areas of police, customs and justice.

Working alongside the customs service, EU officials are now based at the border and some of them work in mobile units which travel around the area.

At the Merdare border crossing with Serbia, a team of three EU customs officials turn up unannounced. They watch as random checks are carried out on a long line of cars and lorries.

Last year in retaliation for the declaration of independence, Kosovo Serbs burnt down two of the customs posts.

A radical Kosovo Serb leader has said this should be done again to mark the anniversary.

''I've got officers on those gates, we are very concerned for their safety and the threat to burn the gates down again," says Paul Acda, head of Customs for the EU mission.

''Fortunately we are better prepared then they were last year. In the end the way to stop it happening is Belgrade needs to tell these people not to do it because if it does happen then the world should fall in on Belgrade for allowing it to happen.''

One of the biggest challenges for the Kosovo authorities is how to deal with Belgrade and the Serb-dominated north which refuses to accept the authority of the Kosovo government.

Due to objections from Serbia, the EU mission (known as Eulex) was delayed for months and is still not yet fully operational.

The top international envoy in Kosovo is Pieter Feith, the International Civilian Representative; his role is to oversee the implementation of independence plan.

He says the north is a particularly serious problem.

''There is an entrenched criminal network and there are leaders without legitimacy and this needs to be addressed sooner or later," says Mr Feith.

"We have the Eulex rule of law mission deployed into the North but I think it's fair to say that to be efficient they need further co-operation with Belgrade.

"This is a general rule of law problem. We cannot leave the north as a black hole in this part of the world. ''

He admits the situation is fragile.

''We have seen over the past few weeks incidents of violence and it may erupt again very soon so it's extremely unstable and we need to find a solution for this once and for all," he says.

Non dimentichiamo quindi le migliaia di italiani, sloveni e croati uccisi dalla follia nazifascista sotto la bandiera italiana prima, e dalla follia comunista sotto la bandiera jugoslava poi.
Oggi siamo insieme in Europa, eppure non abbiamo ancora il coraggio di ricordare insieme.
Questa è la nostra colpa più grave.
